Re: The Dumping of Toxic Dredging Material in Morris Cove/New Haven Harbor

The Honorable Rosa DeLauro,

We write this letter to ask you to publically oppose the United States Army Corps of Engineers proposal to dump about 200,000 cubic yards of toxic dredging material from Bridgeport Harbor into Morris Cove.
The Corps of Engineers currently plans to use a hole that sits directly off of New Havens Seawall and Lighthouse Point Parks as a place to put dredging material that is unsuitable for open water disposal or disposal on land. The material is so dirty it cannot be placed on land without treatment. Yet, the Corps of Engineers plan would leave the toxic dredging material open in Morris Cove for at least nine months before being covered with a cap. This would allow the material to be disrupted by normal tidal activity. Thus, the toxic material may end up on the local beaches, and then spread throughout the neighborhood by wind and surf. Moreover, Corps of Engineers studies show that the hole it wishes to use has possible groundwater intrusion.
Morris Coves water and sands are currently so clean that local marinas when dredging are allowed to dump their material with no restrictions into Long Island Sound. Now the Corps of Engineers wishes to dump into the Cove material that can only make the local environment worse. It may also endanger Lighthouse Point Park and West Havens public beach since any material that escapes may end up at either location.
Bridgeports dredging material should stay in Bridgeport, not be moved to another community, and especially not to a residential and recreational area like Morris Cove and Lighthouse Point Park. The Corps plans to bury some of Bridgeports waste in Bridgeport so there is no reason it cannot bury it all in Bridgeport.
We, the undersigned, ask that you publically oppose the proposal of the Corps of Engineers to dump toxic material in Morris Cove, and that you request that the Corps of Engineers choose to create storage sites in Bridgeport Harbor for the material instead. The Corps of Engineers own proposal sees this alternative as feasible, just more expensive than dumping into Morris Cove.
