The Pain Ray sign now

The Department of Defense recently revealed that it is considering
the
deployment in Iraq of a controversial new weapon called "Active Denial
System" which has been nicknamed the "pain ray." The Active Denial
System is designed to be a crowd control weapon capable of inflicting
excruciating pain. This "pain ray" works by using a transmitter that
produces an energy frequency of 95 GHz and an antenna to direct an
invisible beam at a human target. Once the energy reaches the subject,
the light beam penetrates the skin and within seconds the target
experiences an intolerable heating sensation compared by experts as the
feeling when the skin comes in contact with a hot iron.

If deployed, the pain ray would likely create an international public
relations disaster and usher in a dangerous new era of pain-related
weaponry, not to mention the first new arms race of the 21st century.

The Department of Defense has reportedly decided to "indefinitely
delay
the deployment" of the pain ray, but is still actively considering
deployment. A dedicated group of military planners still hopes to see
the pain ray used in Iraq and are working to secure its deployment.

In signing this petition, we join with the California Center for
Strategic Studies to make a formal request to the United States
Congress
and U.S. Department of Defense to permanently postpone the deployment
of
the pain ray.
