To: Congressman J. Gresham Barrett (SC-03)

We, the undersigned, call on Congressman J. Gresham Barrett to immediately cease action on reintroducing the STEP Act of 2003 in its original or revised, 2010 version on the grounds that it would needlessly put Iranian students currently in the United States into potential harm.

Background:

Congressman Barrett declared his intention to reintroduce the STEP Act of 2003 in reaction to the unfortunate terror attacks on the United States

The STEP Act of 2003 would have deported persons from the designated State Sponsors of Terrorism, including Iran, within 60 days of enactment. Given the current threat of violence against politically active Iranians, the STEP Act of 2010 or other, similarly-intended measures would subject Iranian students in the United States to harm.

The STEP Act of 2010 would amend the Immigration and Nationality Act to bar admission of aliens from countries designated as State Sponsors of Terrorism as well as Yemen to the United States. These prohibited countries will include Cuba, Iran, Sudan, Syria, and Yemen.

We petition against this action because, although designated as a State Sponsor of Terrorism, no terror attack on the United States has been perpetrated by an Iranian. Additionally, the recent terror attacks at Ft. Hood and on Christmas Day were committed by people who would not have been affected by this bill.

Since the Iran Presidential Election of June 12, Iranians in and outside of the country have documented the governments outrageous and wide-spread civil and human rights abuses. Iranian activists abroad are not exempt from the attempted intimidation tactics, and many do not return home for fear of violence and imprisonment.

To avoid potentially subjecting Iranian students in the United States and
their families to intimidation, we have not included names. However, it is reasonable to believe that a majority of deported students would be, by default, under suspicion of having participated in, or otherwise assisted, the Green movement.
