Stop the location of a Sexual Predator Facility at 4198 N. Holton Street sign now

Intro:
The Sexually Violent Persons and Transitional Facility Siting Advisory Committee has included 4198 North Holton Street on its short list of locations for a sex offender home. This site is just 1 block north of the Wal-Mart and McDonalds located at the intersection of Capitol Drive and Holton Street. This proposed facility would be built to house up to 12 violent sex offenders, including Billy Lee Morford.

For multiple reasons, the proposed location is unacceptable.

1. The State of Wisconsin - Department of Corrections - Division of Juvenile Corrections - Juvenile Parole Corrective Sanctions Program & Transitional School Program are both located less than 1000 feet from the proposed site.

2. The proposed Holton Street site is within 2 miles of over 50 (K-12) schools and 20 pre-schools. This high density of schools, along with the highest population density in the state, creates unparalleled risk.

3. The proposed location is 1 block from the heart of the RiverWorks Business District. The people that frequent its wide variety of businesses will perceive the area as less safe if the proposed facility is built. This will negatively affect the economic stability of the RiverWorks area.

4. The UWM / Columbia Hospital Park & Ride lot is located directly behind the proposed Holton Street site. This lot does not have 24 hour security patrols.

5. Estabrook County Park and the Oak Leaf Bike Trail are both within mile of the proposed Holton Street site. These major county park facilities are utilized extensively for childrens sports and activities.

6. Even though the sex offenders may be on an electronic monitoring program(EMP), they will be authorized to leave their home for employment, shopping, and other activities approved by the agent. When an offender is attending pre-approved activities away from the home, that offender is not monitored electronically. (http://offender.doc.state.wi.us/public/fyi)



The communities of RiverWest and Shorewood believe this facility puts the safety of our children, residents, neighborhoods, and businesses at an extreme and unacceptable risk. Placing this facility in the RiverWorks area will permanently alter the perception of safety which the surrounding area has worked so hard to earn. We believe citizens need to be protected from these predators because of the risk of repeat offences. The density of population in our communities and close proximity to so many schools makes it unrealistic to expect our local law enforcement agencies to provide adequate supervision and protection.

Though we recognize the difficulties of finding an acceptable location for such a facility, we strongly feel this location is totally inappropriate. We urge the Committee and the State of Wisconsin to recognize these facts and remove the Holton Street site from further consideration.
