We, the undersigned, are opposed to the San Francisco Recreation and Park Departments current proposal to transfer the management of four out of six public golf courses in the city to a private nonprofit for just ONE DOLLAR per course, thereby removing more than 440 acres of valuable parkland from public control.

San Francisco currently has more public golf courses than other American cities of its size, yet is lacking sufficient numbers of playfields, soccer fields, lacrosse fields, basketball courts, disc golf courses, skate parks, nature trails, wildlife habitats, and other popular recreational facilities. We believe one or more public golf courses could be decommissioned and adapted to fill these recreational facility gaps.

We urge Mayor Newsom and the Board of Supervisors to delay any voting on this issue until after a professional study is completed to determine the costs and benefits of alternative uses for this parkland, so that the recreational needs of the diverse population of San Francisco may be better served. Our full recommendations are listed in the petition below.



PETITION: STOP PUBLIC LAND GIVEAWAY IN SAN FRANCISCO!

WHEREAS . . .
There is a documented shortage of open space that provides recreational facilities such as playfields, soccer fields, lacrosse fields, basketball courts, disc golf courses, skate parks, or that offers nature trails, wildlife habitat, or even neighborhood parks to serve the many needs of the diverse population of San Francisco;

AND WHEREAS . . .
San Francisco devotes a higher percentage of its publicly owned parkland to golf than other cities of its size in the United States9 public and private golf courses, including 442 acres out of approximately 3460 acres of parkland managed by the Recreation and Park Department;

AND WHEREAS . . .
User studies indicate that San Francisco's six city-owned golf courses are underutilized when compared to other public courses in the Bay Area, because of golfs diminishing popularity;

AND WHEREAS . . .
A 2004 recreation survey indicated that San Franciscans rank golf only sixteenth out of nineteen desired types of recreation, while additional access to nature trails was ranked first;

AND WHEREAS . . .
These public golf courses have become a significant financial drain on the City, totaling more than $1.5 million in 2007, diverting funds from other important park and recreational needs;

AND WHEREAS . . .
The Recreation and Park Departments only remedy provided to the Commission and the Board of Supervisors to stop the loss of funds is the proposed turnover of four golf courses to a private non-profit for just $1 per course;

Therefore, we the undersigned urge the Mayor and the Board ofSupervisors to support the following steps to more carefully determinethe best use of our invaluable open space:

1. Request funding of $100,000 to allow the Recreation and Park Department to hire a professional firm to research, report, publicly review, and make final recommendations for best uses of golf courses, to be completed by years end.

a. The study will determine the costs and benefits of decommissioning one or more golf courses for other recreational purposes;

b. The study will research governance/management models that would retain operations of any remaining golf courses in city hands with highly-qualified, professional golf managers;

c. The study will specifically identify other revenue-generating ideas for golf land (e.g. event venue, miniature golf course, soccer tournaments, doggie-day-care facility.)

2. Create a Stakeholder Workgroup, including community members, to review costs and benefits of various uses for San Francisco open space currently in golf courses, and make a recommendation for Public Review.

3. Host a series of public meetings to discuss priorities for use of public open space and to solicit ideas from San Francisco residents and taxpayers on funding of maintenance and facility renovation costs.
