Honorable Governor,

We, residents of City of Plano, petition the Governor of Texas to take urgent action to setup a task-force of high-ranking Police officials to catch gangs of burglars who have targeted 40+ homes of Indian/ Middle Eastern/ Chinese people and stole expensive jewelry items, and valuables.
In most cases, perpetrators broke glass windows in the side rooms of homes when home owners were away. They mostly seem to look for 22 carat gold jewelry and cash. In one case, a woman was robbed during broad daylight in the car park of one of the busiest grocery stores in our area (Legacy Drive and Independence Pkwy corner). It is scary to note that according of City of Plano Police, one of the gangs operates at night and is armed and ready for confrontation. It is even more alarming that all these incidents have happened in the last 8 to 12 weeks and there are daily updates of burglary somewhere in our neighborhoods.

We strongly believe that all these burglaries are orchestrated by organized gangs of burglars who watch movements of residents, have sophisticated equipment to detect gold, know how to enter homes without setting off alarms (by breaking glass), and leave no fingerprints (possible use of gloves). As immigrants who made City of Plano and Collin County a happy home for the last two to three decades, Indians are an asset to the City and County. Most members of our community are entrepreneurs, property and income tax payers, and our children are highly competitive bringing up the standards of education in the area schools to the top levels in the nation.

After a series of such robberies, we are faced with financial losses, emotional trauma, and countless sleepless nights. Ladies of our community have lost their peace. We feel let down due to lack of attention and resources in solving this serious problem. It is hard to believe that after 40+ break-ins and 8 - 12 weeks of elapsed time, no arrests have been made to-date. We deserve the County and City's attention, and we have already been co-operating with the authorities to put the culprits behind the bars.

More than 3 town hall meetings have been organized in our neighborhoods some involving Police officers as well. We are also working with Home Owners Associations on the installation of video monitors in our streets. Police department has informed us that unmarked police cars, officers in plain clothes are roaming the streets. However, perpetrators are still at large.

We request support and escalation of this matter from your Office so that the issue is brought to closure at the earliest by catching the culprits.

We appreciate you taking the time to read our letter and your help with this issue.

We salute you for your public service to our communities, State of Texas, and this Great Nation of ours, United States of America.

Sincerely,

Impacted Victims, Families and Friends

Congressman Sam Johnson
