The Situation of the Governmental Organizations.

The subcommittee on public communication affairs under Thailands national committee for UNESCO proposed the National Library of Thailand (NLT) to set up an archival department in charge of collecting and preserving films of historical and cultural values. Only a small amount of films were donated to the NLT. A few years later, financial support from the private sector permitted the NLT to establish the countrys first music library, which later becamePrincess Sirindhorn Music Library.

July 23rd 1981
Siam Rath Newspaper published an article on the discovery of old film footages films at the State Railway of Thailand. Public demand was made to the government to preserve these films and to set up an agency to oversee the preservation effort. The struggle continued for three years before the Thai National Film Archive was established as a section within the Department of Fine Arts, under the Ministry of Education, on September 7th 1984.

In 1990 there were demands to set up the National Radio and Television Broadcasting Archive, but there were no responses from the government. In 2000, there was another public campaign for the Government Public Relations Department Archive, which was eventually founded and later became the Museum of Broadcasting and the Archives. It now preserves the audiovisual materials that belong to the governments Public Relation Department.

Also in 2000, there was a campaign calling for the preservation of King Bhumibhols private collection of films, which represented one of the most important national heritages. The campaign has yet to bear any fruits as of today.


The Non-governmental Sector
In the past, the private sector that produces audiovisual materials, such as record companies, radio stations, television studios and production houses, made no effort to preserve their outputs and failed to recognize their value as national heritages. So a large amount of audiovisual materials were lost or destroyed after the businesses closed down. In recent years however, some private companies have set up in-house facilities to preserve their audiovisual productions. For instance, the information center at Channel 7 preserves the stations entire news programs.

As for the general public, there are some private collectors who exchanged their audiovisual materials among themselves, and a few of them who collect the materials for commercial purposes. And yet there are a number of private collectors who set up museums to exhibit their treasure to the public, for example, the Museum of Thai Country Music.

Now the UNESCO has declared October 27 as the World Day of Audiovisual Heritage. We who have been working in the preservation of audiovisual heritage, both as governmental and non-governmental organizations, want to point out the appalling situations of audiovisual heritage preservation in this country. The most depressing problem is the governments lack of understanding and support. We have been campaigning, proposing and demanding in various circumstances during the past two decades, but our cries have never been responded in any productive means by the government. The obvious case is the failure of the government to understand the need to establish the National Film Archive as a public organization, despite the fact that several public organizations have been set up in the past few years with huge amount of budgets. Some of these public organizations were set up to perform the functions that have been the responsibility of existing government agencies.




We hereby insist that the government consider our proposals as below:
1. Reform the organizational structure of government agencies responsible for the preservations of audiovisual heritage. Consider the possibility of integrating the National Film Archive, The Princess Sirindhorn Music Library, and the Museum of Broadcasting and Archives, into a body called National Audiovisual Heritage Center. This center should be established as a new public organization.

2. The Government should speed up the project to preserve King Bhumibhols private collection of films, as proposed by the Office of the Prime Minister of the previous government.

3. The Government should support the project to preserve His Majesty King Prajadhipok (RAMA VII)s private film collection which has dragged on without any tangible results for more than 20 years.
