Dear Archbishop Pilarczyk,

Catholic Schools serve the mission of the Catholic Church, and Our Lady of the Rosary School has a history of serving that mission particularly well. Academically, OLR School is outstanding. For example eight of the top ten 2005 graduates of Roger Bacon High School were products of Our Lady of Rosary School. Spiritually, the School is an invaluable part of the OLR community. Many new Catholics who completed RCIA in recent years were brought to the Church through the Ministry of OLR School. Additionally, the school has been at the heart of many if not most of the events that bring the parish together. The loss of OLR School will result in less fellowship within the parish.

Because OLR School contributes so much to the OLR Parish community, the loss of the School puts the long-term viability of the Parish at risk. It is simply not clear whether the Parish can long survive without the energy, outreach, and spiritually unifying work of the school. Certainly, the Parish is more at risk without the school than it would have been if the School could have been saved.

And unless immediate action is taken, we will never know if the school could have been saved, or whether the current effort to associate OLR School with a somewhat re-organized and re-named St. Bartholomew Consolidated School represents the best alternative to ongoing operation.

Although the Archdiocese has produced a very structured, valuable project management guideline for pastors and parish leaders to use, it is clear that these processes were not implemented by the leadership of OLR parish from the beginning discussions to the final decision. In fact, it is not clear whether a decision making or planning process worthy of the name ever existed.

Identification of and input from critical stakeholders was never sought; nor was there a process identified for gathering or analyzing data. Neither the parishioners nor their elected representatives from the Parish Council, Education or Finance Commissions were involved in the decision making or planning process in any meaningful way regarding the impact on the children or the parish. For instance, it is not clear if the parish leadership ever calculated the amount of financial and other resources that would be necessary to keep the school open, nor were calculations made that illustrated the financial benefits to the parish if the school were to close. If such calculations were made, they were never communicated. Alternative outcomes were not identified or evaluated, nor were the stakeholders given the opportunity to suggest alternatives themselves. The process, or lack thereof, used to evaluate the viability of OLR School was fundamentally flawed in almost every way.

There has been no real communication much less a communication plan. Despite that, parents are now being expected to register their children at the new school entity, without any information regarding the structure of the school itself.

Because of our concern for our Church, our Parish Community, our Children, and for the health and strength of the body of Christ, and for the additional reasons stated above:

We, the undersigned, hereby petition the Archdiocese to REJECT the plan to close OLR School, so that the parishioners and other stakeholders can identify alternatives in a more thoughtful, and appropriate manner.
