SAVE MUMBAI FROM FUTURE DISASTERS

Dear Sir,

The misery and destruction suffered in terms of loss of lives and property by the citizens of Mumbai after the heavy rains on 26th July 2005 is well known to everybody. No calamity occurs with prior warning - be it floods, earthquake, fire or a terrorist act. It is of utmost importance that we have a machinery in place should a calamity occur so that loss to life and property is minimised and the city can come back on its feet at the earliest. Towards this end, we the members of MUMBAI CITIZENS GROUP have the following suggestions:Development Plan of the city must cater for disaster management. The requirements of the Disaster Management Plan must form the basis of the Development Plan.
There should be transparancy in the preparation of the next Develpment plan. It should be widely publicised and must involve the local communities concerned through public debates, online debates, etc. Once finalized, no changes such as dereservations, etc. should be allowed without public debate.
Protection of open lands and green areas.
Natural streams to be re-opened in addition to building new storm water drainage facilities.
Restoration and re-opening of water bodies which have been encroached upon or filled up.
An urgent re-look at the enhanced FSI allowed for cessed and uncessed buildings for their reconstruction.
Alternate slum rehabilitation schemes instead of the present schemes through builder lobbies only.
A fresh look at CRZ norms, with a view to implementing more stringent norms.
Loading of extra FSI on prime lands in suburbs such as Bandra, Juhu, Khar, Andheri, etc. through transfer of development rights (TDR )to be stopped.Volumes have been written in the print media and discussions have taken place on TV Channels. All this is however by persons of eminence and stature. The common man has had no opportunity to express his views. This Petition conveys the voice & views of common citizens and suggestions over and above what is outlined above by MUMBAI CITIZENS GROUP.
