Roseville HS Rezoning sign now

To: The Roseville Joint Union High School District Board of Trustees; Congressman John Doolittle, Roseville Mayor Honorable Gina Garbolino, Mayor Pro-tem Rocky Rockholm, John Allard, Jim Gray, Placer County Supervisor, Sacramento County Supervisor

We, the undersigned, are deeply concerned about the Rezoning of our High School from Roseville High School and therefore the Busing of our children from the area of Roseville Parkway up to the Rocklin Boarder (including the Highland Park) area to Oakmont High School. We are aware of the fact that the Boundary Committee has chosen 2 scenarios which will include the busing of all high school children from our neighborhood to the other end of Roseville

The Roseville Joint Union High School District held their public forum meeting on 4/5/06 regarding the Rezoning of our children from Roseville High School to Oakmont HS. Basically the Plan that the Committee has come up with in 2 of 3 of their Scenarios involves the Busing of All Children that reside from Roseville Parkway up to the Rocklin Border including Highland Park. We feel that the following issues make these two scenarios unacceptable.
1) Our children will have a long commute. Buses will have to take Hwy 65 and Hwy 80 or local streets which will be a commute of AT LEAST 1 hours each way with area pickups/drop offs
2) We will have to pay Several hundred dollars a year for this busing service
3) Our children will not be able to participate in HS activities due to their commute and bus schedule.
4) We now pay an assessment in our taxes for the reconstruction of Roseville HS and since our development was created 4 years ago, we are being assessed taxes for our local schools
5) Woodcreek HS space is being held for FUTURE residents of the WEST PARK PLAN in West Roseville while we have existed as Roseville residents and paid our taxes for the past 4 years&more!
6) We purchased our homes for a Premium Cost in order that our children would attend neighborhood schools that were zoned for our residents and now our HOME VALUES WILL DECLINE when we disclose to home buyers that our HS children do not go to either of our neighborhood HS. Ours are BUSED ACROSS TOWN!
7) The West Park Plan will not be completed for up to 10 years. The projected student population numbers for this area are based on what the School Board THINKS the population will be. Our areas are completely built out and the student population numbers have long been established and have existed for years on the tax roles of this city. Since our children and homes already exist within the district, we should be the student population that obtains access to our local schools Before Woodcreek HS is HELD for Potential Development. This would keep with the committee criteria that they have established which states: New development will Not be considered before Existing Neighborhoods!
8) While we understand that Oakmont and Granite Bay has a declining enrollment, Many of the residents of Oakmont are attending Granite Bay High School. There are 5 High Schools including 2 in Rocklin that are closer to us than Oakmont.
9) Our children will not have a Community High School.
10) NO NOTICES have been sent home and yet the Committee will be presenting to the Board of Trustee the information on 4/18/06 and possible recommendation on 5/9/06. This information was obtained from the Committees 3/28/06 minutes.

We ask that the above details be taken into consideration and that one of the following recommendations be utilized and adopted by the Boundary Committee. Furthermore, we request that the Board of Trustees utilize one of the following recommendations as the solution for the rezoning of our children.

#A. All children attend their local schools and that the boundaries of each school are extended starting with Granite Bay HS and moving west until Granite Bay HS meets the maximum population for that school. Then take Oakmont and continue the same process for All Roseville High Schools until we reach the west end of Roseville. This would keep the school areas contiguous, as per the Rjuhsd desired resolution and continue with the same method used by RJUHSD where they extended Granite Bay HS into Roseville as shown on the Boundary map.

#B. Rezone us to Woodcreek HS which is only another 2 miles from our homes and will have the same student population number in the 1700s in 2008 as Oakmont will have, when Antelope HS is opened.

#C. Rezone us to Granite Bay High School which is a shorter commute for our children, has higher API ratings and will not have as much of negative effect on the resale values of our homes. All OF THESE SENARIOS will allow the committee to keep in line with the request for contiguous designs.
We urge the authorities to consider our requests and that one of them are adopted. We request that all other petitioned, write to the RJUHSD Board of Trustees, requesting that they honor our request to not be rezoned or if need be to be rezoned to either Woodcreek HS or Granite Bay High School, so that this adjustment will have the least affect on our children, their curriculum and our neighborhoods.
