PETITION TO PRESIDENT GOODLUCK JONATHAN, SENATOR DAVID MARK AND HON. DIMEJI BANKOLE - DISTINGUISHED SENATORS AND HONORABLE MEMBERS OF THE NATIONAL ASSEMBLY.

INVESTIGATE THE ACTIVITIES OF FEDERAL ROAD SAFETY COMMISSION TO AVERT MORE ACCIDENTS, INJURIES AND DEATHS ON NIGERIA ROADS

Accident Prevention & Rescue Initiative is a registered and incorporated Non-Governmental Organization promoting road traffic safety in Nigeria and are calling on the Federal Government of Nigeria to investigate the current high rate of road traffic accidents, injuries and deaths in Nigeria. It is obvious that Nigeria is among developing countries with poor road traffic safety facilities. The National Assembly, with credible and resourceful members are neglecting the plight of road users. Since 1999, the National Assembly of Nigeria have intervened and investigated the activities of virtually all Federal Government agencies, except the Federal Road Safety Commission which we and road safety observers has been calling for its strenghtening and restructure but our Distinguished and Honorable members are yet to respond to this call to look into the poor road safety conditions, inadequacies of road safety agencies, ineffective or none existent road transport policy, lack of collaboration towards road safety and abysmal response to road crashes by the society.

Nigeria is a large country with over seven million vehicles plying its 200,000 km roads. The Federal Road Safety Commission responsible for road safety has a manpower of less than 14,000 (Fourteen Thousand) with inadequate facilities. Over 80\% of 140,000,000 Nigerians travel by road, it is therefore obivous that the FRSC does not have the capacity to police and ensure safety of about 120 million road users, monitor over seven million drivers and address the incompetence of overzealous transport operators. The State Road Traffic agencies has less that 5,000 road traffic personnel. With the above records, it is therefore a complete neglect that road safety in Nigeria is regarded as secondary rather than primary issue. Since 1960 to 2006, it is reported that the total road traffic accident casuality within the period amount to 1,159,642, total injured 866,939, total killed, 292,703. These are reported cases, but in most cases, road accidents are rarely reported except the ones that occur within the knowledge or purview of law enforcement agencies.

The Federal Government should therefore investigate road traffic accidents in Nigeria with a view to unveiling the following;

1. ROAD CONSTRUCTION - Why are roads constructed without safety facilities such as road furniture, emergency medical center, parking slots, adequate road shoulder, padestrian way, motorcycle tracks?
2. How much has been allocated, generated and expended on road safety by the Federal Road Safety Commission and how has it been applied to the safety of road users?
3 What is the responsibility of Federal and State Government on Road Safety and how have they performed.?
4. Why are vehicle drivers resistant to road safety complaince.
5. Should the Federal Road Safety Commission continue to function under the presidency rather than the Ministry of Transport as obtained globally?
6. Why are State Road Traffic Agencies subjected to neglect by most of the State Governments?
7. What is the present road transport policy, should it be reviewed or strenghtened and why is road/land transport not under the Ministry of Transport?
8. What are the roles of Insurance companies in the road transport sector, have they performed any better? Have they complied to the policy on road traffic accident insurance compensation to road accident victims?
9.Should the Nigeria police force continue, as it is presently, to play abysmal role in road safety efforts?
10 Why are road traffic accident cases not investigated and offenders punished, rather than instant booking and imposition of fine by FRSC?
11.Should Drivers licensing and Driving School certification which form the basis for becoming a vehicle driver not be concerntrated to States as proscribed in cap 548 of the LFN rather than the present Federal and State Government partnership which is responsible for the faking and unathorized possession of drivers license by unqualified drivers?

Our President, Distinguished and Honorable members of the National Assembly should rise up to the challenge of unprecendented killing of road users in Nigeria and constitute a panel to investigate road traffic accident killings in Nigeria. We say, let there be no more avoidable and preventable road traffic accident in Nigeria!!!
