Concerned teachers, parents and citizens of Philadelphia

The School District of Philadelphia has decided to end a successful transition to teaching program. Reduced Class Size/Balanced Literacy, a collaboration between the School District of Philadelphia (SDP) and the Philadelphia Education Fund (PEF) with funding from the U.S. Department of Education, is a program designed to reduce class size in Philadelphia while also recruiting and retaining quality teachers. For six years the program operated with Literacy Intern Teachers working alongside partner teachers in K-3 classrooms. LITs had up to three years to work in these roles while attending universities to attain their elementary education certification.

Suddenly, and without formal notice to hundreds of LITs, the District has decided to end the program leaving them shocked, dismayed and appalled.

Shocked because of the timing. Interns hired for the 2004-2005 school year were reminded in a letter dated December 2004 that all non-certified teachers must be certified by June 2006. According to emails, phone conversations, and, unfortunately, rumors, as of June 2005, the program is considered at an end.
Dismayed because many left successful careers to follow their passion to teach and mentor inner city children. One of the most important ingredients of a successful teacher is a passion for reaching and teaching the children in their charge.
Appalled because many have received no formal notice on School District of Philadelphia letterhead verifying the end date of the program as well as any and all options for its employees. In addition, they cant believe the District has abruptly changed the rules in mid game seemingly without thought of the many lives to be affected.


What they have received are phone calls and a few emails stating the programs demise with one email stating, if your principal decides not to keep any Literacy Interns then you will be separated from employment and we plan on sending correspondence out SOON, so that people can plan for the future. Their future is NOW!

We, the undersigned, want the School District of Philadelphia to reconsider the sudden ending of the Literacy Intern Teacher Program. We understand the reality that no new LITs can be hired due to No Child Left Behind guidelines; however, according to those same guidelines requiring that "states develop plans to achieve the goal that all teachers of core academic subjects be highly qualified by the end of the 2005-06 school year, the current LITs should be allowed to continue in the program and given the chance to fulfill the terms of agreement under which they accepted employment. Anything less is unacceptable.
