Resolution calling for the decommissioning of the Point Lepreau Nuclear Generating Station at the end of its operating life in 2006
and the implementation of a comprehensive Green Energy Strategy for New Brunswick

Financial Risks
Whereas:

The end of the operating life of the Point Lepreau Nuclear Generation Station (NGS) has been determined to be the year 2006;
The New Brunswick Board of Commissioners of Public Utilities (PUB) recommended on September 24, 2002 that the refurbishment of Point Lepreau was not in the (New Brunswicks) public interest in light of its high and unpredictable risks and costs;
NB Powers average lifecycle cost, in 2006 dollars, for the production of one kilowatt hour of nuclear power generated from Lepreau is estimated at 10.97 cents/kwh (the most costly form of power in New Brunswick), compared to the residential rate charged at 7.56 cents/kwh;
The unpredictable economic risk associated with similar refurbishment projects in Canada has proven to be significant: Ontarios Pickering NGS refurbishment project, originally estimated to cost $800 million (for 4 reactors) has so far cost Ontario over $2.8 billion;

Security Risks
Whereas:

In the event of a nuclear accident, the operation of a nuclear power plant places all New Brunswickers and their ecosystems at risk (decommissioning would remove this risk);
Since the 1980s, Lepreau has been AECLs main training facility for foreign customers buying the CANDU 6 reactor. In this role, Lepreau has been the training ground for hundreds of foreign nationals now intimately familiar with all aspects of its operation;
In these times of heightened international security concern, Lepreaus world-wide exposure is a source of additional vulnerability for New Brunswick and Canada;

Nuclear Waste
Whereas:

There currently exists no technology to neutralise or destroy New Brunswicks hazardous nuclear waste, even though the federal government has assured Canadians for the last 50 years that a permanent solution for the disposal of this dangerous waste would be found;
After 10 years and $10 million dollars, the last Canadian panel for the disposal of nuclear wastes (1998) determined that mile-deep burial in the Canadian shield was not socially acceptable to Canadians;
Since 1983, Lepreau is estimated to have produced over 30 000 tons of high level radioactive waste, which NB Power and New Brunswickers own for perpetuity. The waste is stored on site at Lepreau either in wet storage (temporary holding pool) or dry storage (in steel and 1 meter thick cement canisters stored outdoors) on NB Powers property, next to the Bay of Fundy;
Refurbishing Lepreau would cause New Brunswick to more than double its high level radioactive waste stock;

Health Risks
Whereas:

Members of the public have asked for studies on the health effects of the Point Lepreau NGS on the New Brunswick population and none have been released by NB Power;
Studies in Great Britain show an increase in childhood leukemia in families living near nuclear facilities. Much of this increase was found to be in the children of nuclear plant workers. The major factor was pre-conception radiation exposure of fathers of children who developed leukemia before they were 6 years old; - sounds like the father was radiated before he was conceived would fix this sentence somehow.
Studies conducted in the vicinity of the Gentilly II NGS, located near Trois-Riviиres in Quebec, showed an increase in birth defects. Much of this increase was again attributed to the effects on offspring of male nuclear plant workers;
American studies have shown increases in thyroid diseases, including thyroid cancer, downwind from nuclear facilities. (New Brunswicks CANDU 6 reactor also emits radionucleids in the air and water and its impacts are currently unknown);

NBs Energy Needs and the Alternatives
Whereas:

NB Power contends that New Brunswicks future energy load requirement after 2006 is estimated at 300 MW, while the refurbishment of Lepreau would provide 635 MW;
There are numerous safe and less costly alternatives and strategies available to eliminate New Brunswicks power reliance on Lepreau;
There are national and international precedents for decommissioning nuclear power plants, but none for rebuilding a CANDU 6 reactor (New Brunswicks project is experimental);

Resolution

Therefore, be it resolved that we, the undersigned organizations, municipal governments and individuals, call on the Government of New Brunswick to:

Decommission the Point Lepreau NGS at the end of its operating life in 2006;
Develop a plan to permanently and securely store New Brunswicks nuclear waste and phase out its interests in the global nuclear energy industry;
Develop a just transition for the workers that will be affected by the decommissioning;
Implement a comprehensive energy efficiency strategy for New Brunswick (to reduce demand in all sectors and increase self-generation), and to expand its reliance on low impact renewable sources of energy (wind, solar, geothermal, purchase of surplus hydro energy) for the health, safety and economic well being of this province and its inhabitants;

and call on the Government of Canada and its agencies to:

Refrain from providing any further financial or other assistance towards the proposal to refurbish the Point Lepreau NGS;
Cease its generous subsidies program to the Canadian nuclear energy industry and dedicate resources instead to dealing with Canadas growing nuclear waste legacy;
Introduce legislation to phase out Canadas involvement in the nuclear energy industry, as has been done in recent years by other European jurisdictions, and dedicate its efforts instead to the development of safe and renewable energy alternatives for the well being of Canadians and the planet.

Attendu que :

La fin de vie utile de la Centrale nuclйaire de Pointe Lepreau a йtй fixйe а 2006 ;
Le 24 septembre 2002, la Commission des entreprises de service public (CESP) du Nouveau-Brunswick recommandait que la remise а neuf de Pointe Lepreau nйtait pas dans lintйrкt du public (du Nouveau-Brunswick) йtant donnй les risques et les coыts йlevйs et imprйvisibles ;
Le coыt moyen du cycle de vie dЙnergie NB, en dollars 2006, pour la production dun kilowattheure dйnergie nuclйaire produite par Lepreau est estimй а 10,97 cents/kwh (la forme dйnergie la plus dispendieuse au Nouveau-Brunswick), en comparaison au taux rйsidentiel appliquй de 7,56 cents/kwh ;
Les risques йconomiques imprйvisibles associйs avec des projets de remise а neuf similaires au Canada se sont avйrйs trиs йlevйs : le projet de remise а neuf de la Centrale nuclйaire de Pickering en Ontario, dont le coыt initial йtait estimй а 800 $ millions (pour 4 rйacteurs), a dйjа coыtй а lOntario plus de 2,8 $ milliards ;

Risques pour la sйcuritй
Attendu que :

Dans lйventualitй dun accident nuclйaire, toute la population du Nouveau-Brunswick et ses йcosystиmes seraient mis а risque par lopйration de cette centrale nuclйaire (le dйmantиlement de Lepreau йliminerait ce risque);
Depuis les annйes 1980, Lepreau a йtй le principal centre de formation dEACL pour les clients йtrangers qui achetaient le rйacteur CANDU 6. Dans ce rфle, Lepreau a servi de terrain dentraоnement pour des centaines de ressortissants йtrangers qui sont maintenant йtroitement familiers avec tous les aspects de son opйration ;
Dans cette pйriode de grandes inquiйtudes en matiиre de sйcuritй au niveau international, la familiaritй mondiale avec Lepreau est maintenant une source additionnelle de vulnйrabilitй pour le Nouveau-Brunswick et le Canada ;

Dйchets nuclйaires
Attendu que :

Il nexiste prйsentement aucune technologie apte а dйtruire ou neutraliser les dйchets nuclйaires hautement toxiques du Nouveau-Brunswick, bien que le gouvernement fйdйral ait assurй les Canadiens pendant les derniers cinquante ans quune solution permanente serait trouvйe pour йliminer ces dйchets dangeureux ;
Aprиs 10 ans et 10 $ millions de dollars, le dernier comitй canadien sur la gestion des dйchets nuclйaires (1998) dйterminait que lenfouissement а un mille de profondeur dans le bouclier canadien nйtait pas socialement acceptable pour les Canadiens ;
Depuis 1983, on estime que Lepreau a produit plus de 30,000 tonnes de dйchets nuclйaires dont Йnergie NB (et les Nйo-Brunswickois) sont propriйtaires а perpйtuitй. Les dйchets sont entreposйs sur place а Pointe Lepreau, soit par stockage en piscine (piscine de retenue temporaire) ou en stockage а sec (dans des contenants en acier ou en ciment de 1 mиtre dйpaisseur entreposйs а lextйrieur) sur la propriйtй dЙnergie NB prиs de la baie de Fundy ;
La remise а neuf de Lepreau produirait plus du double des stock actuels de dйchets hautement radioactifs du Nouveau-Brunswick ;

Risques pour la santй
Attendu que :

Les members du public ont demandй des йtudes sur les effets de santй de la Centrale nuclйaire de Pointe Lepreau sur la population du Nouveau-Brunswick et quaucune na йtй publiйe par Йnergie NB ;
Des йtudes en Grande-Bretagne dйmontrent une augmentation de la leucйmie dans les familles qui vivent prиs des centrales nuclйaires. Une grande partie de cette augmentation fut dйcouverte chez les enfants des travailleurs des centrales nuclйaires. Le facteur principal йtait la radioexposition des pиres des enfants ayant dйveloppй la leucйmie avant lвge de six ans ;
Des йtudes effectuйes dans les environs de la Centrale nuclйaire Gentilly II, situйe prиs de Trois-Riviиres au Quйbec, ont dйmontrй une augmentation des anomalies congйnitales. La plus grande partie de cette augmentation йtait йgalement attribuйe aux effets sur la progйniture des travailleurs mвles dans les centrales nuclйaires ;
Des йtudes amйricaines ont dйmontrй des augmentations dans les maladies de la glande thyroпde, y compris le cancer de la thyroпde en aval (sous le vent) des centrales nuclйaires. (Le rйacteur CANDU 6 du Nouveau-Brunswick йmet йgalement de liode radioactif dans latmosphиre et dans leau et ses impacts sont prйsentement inconnus.

Besoins йnergйtiques du Nouveau-Brunswick et les solutions de rechange
Attendu que :

Йnergie NB soutient que lexigence йnergйtique future du Nouveau-Brunswick aprиs 2006 est estimйe а 300 MW, alors que la remise а neuf de Lepreau fournirait 635 MW ;
Il existe de nombreuses alternatives et stratйgies dapprovisionnement en йnergie qui sont sйcuritaires et moins dispendieuses pour le Nouveau-Brunswick afin de remplacer la charge dйnergie produite par Lepreau;
Il existe des prйcйdents nationaux et internationaux pour le dйmantиlement de centrales nuclйaires, mais aucun pour la remise а neuf dun rйacteur CANDU 6 (le projet du Nouveau-Brunswick serait expйrimental) ;


Rйsolution

Il est donc rйsolu que nous, les organisations, les gouvernements municipaux et les individus soussignйs, demandons au gouvernement du Nouveau-Brunswick de :

Dйclasser et dйmanteler la Centrale nuclйaire de Pointe Lepreau а la fin de sa vie utile en 2006 ;
Dйvelopper un plan pour stocker dune maniиre permanente et sйcuritaire les dйchets nuclйaires du Nouveau-Brunswick et se retirer progressivement de lindustrie mondiale de lйnergie nuclйaire ;
Dйvelopper une stratйgie de transition juste pour les ouvriers qui seront affectйs par le dйmantиlement ;
Mettre en oeuvre une stratйgie globale de conservation dйnergie pour le Nouveau-Brunswick (rйduction de la demande dans tous les secteurs et augmentation de lauto-production), et accroоtre sa dйpendance en йnergies vertes (йolienne, solaire, gйothermique, lachat de surplus hydoйlectrique) pour la santй, la sйcuritй et le mieux-кtre йconomique de cette province et de ses habitants ;

et que nous demandons au gouvernement du Canada et а ses agences de :

Йviter de consacrer plus daide financiиre ou toute autre aide au projet de remise а neuf de la Centrale nuclйaire de Pointe Lepreau ;
Cesser ses gйnйreux programmes de subsides а lindustrie canadienne de lйnergie nuclйaire et de plutфt consacrer des ressources pour soccuper de lhйritage canadien croissant en dйchets nuclйaires ;
Promulguer une loi sur le retrait graduel du Canada de lindustrie nuclйoйlectrique, tel que cela se produit durant ces derniиres annйes dans plusieurs juridictions europйennes, et de consacrer plutфt ses efforts au dйveloppement dalternatives йnergйtiques sйcuritaires et renouvelables pour le mieux-кtre des Canadiens et de la planиte.
