Removal of Dale Burtenshaw, Al Shaqab Project Director for Leightons sign now

We, direct employees of Leighton Contracting Qatar, petition that Mr Dale Burtenshaw be removed from the position of Project Director of the Al Shaqab Project (Qatar), and the Al Shaqab Project generally. We ask this for the following reasons.

As project director Mr Dale has displayed
1) Denial of NOC's for terminated staff.
This has an effect on peoples lives as many staff have setup families in Qatar and have spouses with jobs in Qatar. A denial of NOC results in eventual deportation from Qatar (for min 2yrs) and the possible breaking up of families. If another job is found in Qatar, what is the harm in issuing an NOC?

2) Denial of NOC's for resigned staff.
If a staff member has put in two or more years of service, has paid up any outstanding amount owed to leightons for mobilisation (NA after two years), and has another job offer which can promote personal career growth or salary, it should be possible to undertake that offer. Under Dale's instruction, this opportunity will not be possible, as he will not issue an NOC if staff resign.

3) Denial of NOC to demobilised staff.
Any demobilised staff must be guarranteed an NOC. This has not been the case with some staff.

4) Aggressive Behaviour
Mr Dale has expressed agressive behaviour to many staff, with shouts and threats of termination without NOC and shouts of poor performance icluding degrading staff in front of other staff members."Whoever doesnt want to obey me can leave now" - though we cannot leave as we would have to go back to our home country for a minimum of 2 years as Dale will deny an NOC. All staff is being blamed for the project delays.

5) Encouraging a culture of oppression
Mr Dale has encouraged a culture of oppression and job threatening which has been enforced/encouraged by senior staff expats and bosses in order to control staff and place fear of "being sent home" without an ability to continue work in Qatar (no NOC).

6) Extended work hours without payment/overtime
Mr Dale has verbally enforced long work hours (min 11hours) without overtime payment. Mr Dale has also removed any saturday day-off during the month. Leave (with or without pay) has often been denied though entitled and accrued.

7) Unsafe working conditions.
Too many to note... Bring in an independant safety audit and see the outcome.

We believe the only resolution is immediate dismissal of Mr Dale Burtenshaw, or compliance and rectification of the above issues.
