Reinstates the Stretcher facility sign now

Sub: Request to reinstates the Stretcher facility and discounted Air fare for Bed Ridden Patients to various destinations within India from Middle East/UAE

Ref: Vol/031/Mem 02 Dated 24th. April 2011

Dear Honourable Prime Minister,


It is quite shocking to note that the Air India authorities have cancelled the facilities provided to the Stretcher Patients transportation from UAE to various destination like Amritsar, Jaipur, Ahmadabad, Lucknow, Calcutta, Hyderabad, Chennai, Trichy, Bangalore and Mangalore. Now, Air India and Indian Airlines are operating only to Delhi, Mumbai, Kozhikodu, Kochi, Trivandrum. Air India authorities sated that they are operating smaller aircraft 737-800 Boing to destination in question. But, Jet Airways who operates similar Aircraft do provide stretcher facility. Poor patients from those areas are facing lot of problems to reach their home.
As most of the Government hospitals in UAE stopped providing free medical care and Private hospitals are unaffordable to majority of Indian expats, they are forced travel to travel back home in India to get necessary medical care. Adding to the problem, most of the companies are not providing any medical insurance coverage to their workers. If at all any company provides medical allowance, then they will deduct the expenses from the workers benefits. In case of a bed ridden patient, he/she needs nine seats to accommodate the stretcher in a regular passenger aircraft, plus shall be accompanied by a Doctor, a medical Staff and a non-medical staff.
Cost of which at the current rates is AED 17,200 plus, where as it was around AED 3500-4000 plus before. This makes situation of the unfortunate bedridden patients much worse. The cost escalation shadows over the faint hope of getting better treatment and future. Unless, your good office intervene to rectify the situation at the earliest, many poor Indian expatriate may breathe their last, far away from their beloved land and loved ones, in misery and desperation.
Hence, we are humbly requesting your good office to look into the areas of concern listed below and issue necessary instructions to the concerned offices to rectify the situation to the benefit poor country men.

For Patients:-

1. Reduce the flight charges for carrying stretcher.
2. Reinstate the facility to fly stretcher patients to various destinations like Amritsar, Jaipur, Ahmadabad, Lucknow, Calcutta, Hyderabad, Chennai, Trichy, Bangalore.
3. Provide stretcher and wheel chair facility in all National Carriers including Air India Express.
4. Time is most precious for an ailing patient, hence, reduce the time taken by the Airline in procedural paper work and decision making. To make the process faster we propose to empower Carriers Dubai Regional Office to take the necessary Decisions instead of current practice of waiting for the same from Mumbai.
5. Required quantity of Stretchers, Oxygen cylinders, Suction machines and monitoring equipments shall be stored in Dubai.
6. Equipped air lift vehicles and ambulance with medical staff shall be made available in all Indian Airports.
7. Block the front row seat/s and other for wheel chair passengers.
8. Give priority to Stretcher patients during the entire peak and off peak seasons.
9. All other Airlines operating to India from Middle East shall also give same free facility for low income stretcher patients referred by Indian Embassy and Consulate.

For Death Cases

1. Provide free return tickets for persons accompanying, especially for Embassy/Consulate referred cases without Tax.
2. Giving priority to Human Remains Booking, keep 2-3 seats of every flight at least till 5 hrs before departure, especially on Air India Express
3. Cancel the policy of One Human Remains per flight. Allow more human remains in a flight, considering sheer number of Indian Expats working in this region.
4. Make arrangement for top priority single window clearance and Airline staff assistance needed at each Airport or special handling counter/window required Or Special Help Desk (one office All India level ) required for Death Case to coordinate all proceedings without delay.
5. Avoid unnecessary delay in the clearance of human remains in Chennai Airport.
6. All the other Airlines operated to India from Gulf should give same free facility/Low tariff (50\% discount) for low income death case referred by Indian Embassy and Consulate.

Hope our proposal has given you an insight into the suffering of the poor and helpless people are facing in the Middle East (Arabian Gulf) region. We remain with all hope and expectation for a favorable repose towards this cause.
