Dear Ministers,

We, the undersigned wish to officially register our concerns as stakeholders and users of Public Land in relation to the proposed Land Conservation (Vehicle Control) Regulations for 2003. As responsible recreational trail bike riders we seek to be recognised as legitimate users of Victoria's State Forests, National and State Parks, and to be part of the decision making processes concerning their management from this point forth.

Repeatedly the interests of trail bike riders have been excluded from planning processes when considering management decisions. Recreational trail bike riding is an adventure activity enjoyed by an enormous number of people from many varied backgrounds and age groups, every weekend of the year all over the state. This has been the case for many years, yet there is little acknowledgment of that fact in the Proposed Land Conservation (Vehicle Control) Regulations 2003 document made public in late October.

The Department of Natural Resources and Environment (DNRE) claim that there have been no increased demands for off-road access areas in public land placed on their officers, in spite of a steady increase in the number of new trail oriented motorcycles registered each year. In 2001, 7 of the top 10 new models of motorcycle registered in 2001 were trail bikes, with all of the top 5 being trail bikes (Australian Motorcycle News, Vol 51 No 12 Summer 2001/2002). In light of these numbers, the fact that there is growing interest in off-road riding and resultant demand for riding areas is irrefutable.

In relation to the existing Regulations, DNRE have issued about100 Penalty Infringement Notices annually for the last 10 years throughout the state. These notices were not issued solely to motorcyclists, but those that were apply to people riding in illegal areas. What is not mentioned in the document is the fact that the Victorian Police issue over 2000 tickets to people riding in public bushlands in breach of license or registration laws. Many of those booked are parents and their children who turn to the bush to ride due there being very few places for them to ride together other than private property. While they are breaking the law, they do so largely as a result of Council decisions to close riding parks and place restrictions on new parks being established.

All stakeholders of our natural environment are entitled to representation of their interests. We, the undersigned, call for an end to the selective representation of ours.
