Stop the Battle of Manassas against Immigrants

The majority does not have the right to deny the rights of the minority.

The City of Manassas, Virginia approved an ordinance that took effect December 5, 2005, which changes the definition of what constitutes a family, with the intent of restricting the number of persons that inhabit a dwelling within the city.

To be in compliance with this new regulation, only parents, children, two relatives of the second degree (that is, two relatives who are cousins, brothers, sisters, or parents of the home-owner), and one person not related may live in the home.

Mexicanos Sin Fronteras strongly objects to this abuse of authority which blatantly and illegitimately empowers the city to commit a major violation of human and constitutional rights.

As people of the community, we view the ordinance for what it is: a racist measure, that while it has the potential to affect all citizens, in reality is designed to persecute and aggrieve the entire immigrant community whom it seeks to finally expel from the city. This law legitimizes the ability of city officials to hunt down, freely persecute, and gain entrance into our homes and order us out of them.

It is a perverse and gravely dangerous measure, since the authorities know that it is impossible for many of us who are undocumented to afford the rent in most apartments. Furthermore, the authorities are well aware that immigrant families, even those of us who have acquired legal status, share our homes with extended family members, friends and with those in our community who are in need. It is also well known that we do this in order to cover the high cost of housing and of living in a city where the average rent can be as much as $1500.00. Finally, it is well documented that we perform the most difficult jobs and receive the lowest wages.

The approval of this law is without legitimacy, for, as city officials admit, its enforcement is based on anonymous citizen complaints against immigrant neighbors accusing them of having high occupancy and too many vehicles. Meanwhile, as a way of scapegoating immigrants, politicians complain of the growing number of children of immigrants in schools, and the use of social services by undocumented working families.
It bears mentioning that this same City Council requested that the Commonwealth of Virginia declare a state of emergency in the City of Manassas in order to obtain resources from and intervention by the Department of Homeland Security. In part, this request was made to gain authorization for police enforcement of immigration laws in order to detain any person, to investigate their immigration status, and collaborate in their deportation.

This is only the most recent example of a political climate designed to create a police state that attempts to criminalize the very existence of immigrants of any status. It is the latest expression of anti-immigrant and racist sentiment by a minority of individuals joined by the Manassas City Council. Validated by federal sentiment and authority characterized by the intensification of hostility against the immigrant populace, in particular Latinos, Manassas feels that it can declare the equivalent of war against immigrants. This sentiment is expressed through the denial of official identification documents such as drivers licenses, and by arbitrary and selective detention when we are unable to produce said documents. It is evidenced by the free and tolerates proliferation of paramilitary groups whose expression is openly racist; by the increase in militarization on the southern borders; by the authorization of local police forces to enforce immigration law; by the abuse, labor exploitation and wage discrimination against workers who have no recourse to any real legal defense. Finally, the sentiment is aggravated by the denial of access to human and social services, like health-care and education, and by the shameful neglect of alleged human rights and immigrants organizations in complicity with our nations governments.

The present situation is grave not only because it aggrieves those of us who are immigrants, Latinos, or undocumented, but because it threatens the foundations of our society. There is a much more insidious climate created by ordinances such as the one enacted by the Manassas City Council. If we allow it to continue unabated we are inviting a foul assault on the spirit of democracy. We feel we are living in a state of low intensity warfare where paramilitary style stalking is sanctioned by the silence of law enforcement agencies; where the immigrant community is suffering from a campaign of harassment and dehumanization; where vigilantism of neighbor against neighbor is encouraged by the authorities as normal while the essence of community is betrayed; and where our attempts to bring relief to our immigrant neighbors is criminalized and we are threatened with federal prosecution.

Therefore, we of Mexicanos Sin Fronteras, and we who are residents of Prince William County, Manassas and Manassas Park, Virginia declare the following:

We assert that THE FAMILY is the greatest achievement of humanity.

We assert that this ordinance constitutes an attempt against our human and civil rights, and, in the final analysis against humanity. This ordinance is especially offensive since the family is the origin and foundation of society and of the public trust. Indeed, beyond these principles.

We demand the immediate, definitive, and complete nullification of this ordinance and the cessation of the anti-immigrant campaign by those in authority in the City of Manassas.

We demand that the human and civil rights of all citizens, residents, and members of the community be honored and respected.

We demand that the Manassas City Council live up to its written commitment establishing the City of Manassas as a hate-free zone.

We demand that the Congress and federal government of the United Status create and enact a comprehensive, humane, and just immigration reform that recognizes, affirms and respects the dignity of our rights and culture, by granting permanent residence to all undocumented immigrants.

La Mayoria no tiene el derecho de negar los derechos de las minorias.

La ciudad de Manassas, en el estado de Virginia, aprobo una ley que entro en efecto el 5 de Diciembre del 2005 y que cambia la definiciуn de lo que es una familia, con el objeto de restringir el numero de personas que habitan una vivienda.
De acuerdo a esta medida, solamente los padres, abuelos, hijos, nietos y hermanos mas una sola persona ajena a la familia pueden vivir en una casa, pero no los tнos, primos, bisabuelos o bisnietos, porque bajo esta regulaciуn ya no son considerados familia.

Mexicanos Sin Fronteras consideramos que las autoridades de esta ciudad abusando del poder que ostentan, ilegнtimamente se han armado de un instrumento legal para cometer una injusticia mayor.

Esta es una medida racista pues aun cuando puede afectar a familias de ciudadanos, realmente es un pretexto para perseguir y agredir a la comunidad inmigrante, a quienes finalmente se busca expulsar de esta ciudad. Con esta ley los oficiales de la ciudad podrбn perseguirnos libremente, entrar a nuestras viviendas y ordenar el desalojo.

Es una medida perversa, pues de antemano las autoridades saben que la mayorнa de nosotros somos indocumentados y que por eso estamos imposibilitados de poder rentar un apartamento, saben que las familias inmigrantes, aun cuando seamos residentes legales compartimos nuestra vivienda con otros familiares o trabajador@s para poder cubrir el alto costo de la renta, que en esta ciudad en promedio es de $1500.00 dolares. Tambiйn es conocido de todo el mundo que nosotros hacemos los trabajos mas duros y que se nos paga muy barato.

La aprobaciуn de esta ley carece de fundamento, pues tal como lo reconocen las autoridades, esta basado en las denuncias de algunos ciudadanos que se quejan del exceso de personas que habitan una vivienda, del estacionamiento publico en las calles, de la creciente incorporaciуn delos hijos de padres migrantes en las escuelas y servicios sociales a familias de trabajador@s indocumentados.

Este es solo el ataque mas reciente que se inscribe dentro de una operaciуn politica persecutoria de carбcter policiaco, con el cual se pretende criminalizar la existencia misma de los migrantes, pues cabe recordar que el mismo Consejo de la Ciudad solicito al Gobierno Estatal de Virginia que la Ciudad de Manassas fuese declarada en Estado de Emergencia con el fin de que obtener recursos y la intervencion directa del Departamento de Seguridad Nacional, de la Policнa Migratoria, y para poder lograr la autorizaciуn de que la Policнa de la ciudad pudiera cumplir labores de migracion, es decir, detener a cualquier persona e investigar su status migratorio con fines de deportaciуn..

Es la ultima expresiуn del sentimiento aintiinmigrante y racista expresado por grupos minoritarios y por los miembros del Consejo de la Ciudad, y se inscribe dentro del contexto antiinmigrante estimulado bajo la actual administraciуn federal; un contexto que se ampara en la aprobaciуn de leyes locales y federales, caracterizado por la intensificaciуn y aumento de hostilidades contra los inmigrantes, principalmente Latinos: La negacion de documentos de identidad y licencias de conducir, la persecuciуn en los hogares y la detencion arbitraria y selectiva en la via publica, la libre proliferaciуn de grupos civiles de carбcter paramilitar con expreso perfil racista como los Minuteman, aumento de guardias y militarizacion de las fronteras( incluyendo la frontera sur de Mйxico ) el renforzamiento legal para que los policias locales cumplan labores de migracion, el abuso, la explotacion y la discriminaciуn de los trabajador@s y su indefencion legal; la negacion de los servicios sociales y humanitarios como la salud y la educaciуn, la promocion del reclutamiento entre la comunidad migrante, y la vergonzosa complicidad de las grandes organizaciones que supuestamente nos representan y los gobiernos de nuestras naciones originarias.

La presente situacion es grave no solo por nos agrede a quienes somo latinos o indocumentados, sino porque se amenaza los cimientos de nuestra sociedad.
Hay un clima mucho mas insidioso que el creado por ordenanzas como la que aprobo en oncejo de la ciudad de Manassas. Si permitimos que esto continue estaremos invitando a un completo asalto del espiritu de la democracia.
Sentimos que vivimos bajo un estados de guerra de baja intensidad donde las acciones paramilitares son sancionadas con el silencio complice de las agencies encargadas del cumplimiento de la ley; donde las comunidades inmigrantes sufrimos una campaсa de acoso y deshumanizacion; donde la vigilancia del vecino es promovida por el gobierno como una norma mientras que la esencia de la comunidad se traiciona; y donde los intentos por llevar alivio a nuestros vecinos inmigrantes es criminalizada y somos amenazados de prosecuciуn federal.

Por lo tanto, nosotros Mexicanos Sin Fronteras, y nosotros que son residentes de Prince William County, Manassas y de Manassas Park, Virginia declaramos el siguiente:

Consideramos que LA FAMILIA es el mayor logro de la humanidad

Consideramos que esta ordenanza constituye un atentado contra los derechos humanos y libertades civiles y finalmente contra la humanidad, pues la familia es el origen y base de la sociedad y del poder publico,.

Demandamos a las autoridades de la ciudad de manassas la anulacion inmediata y definitiva de esta ley y el fin de la campaсa antiinmigrante.

Demandamos que los derechos humanos y civiles de todos los ciudadanos, residentes, inmigrantes y todos los miembros de la comunidad, se honren y se respeten.

Demandamos que el consejo de la ciudad honrre su compromiso escrito de establecer la ciudad de Manassas como una zona libre de prejuicios y odio

Demandamos al congreso y gobierno federal de los Estados Unidos una reforma migratoria que reconozca nuestros derechos y cultura, a travйs de otorgar la residencia permanente a todos los inmigrantes indocumentados, con justicia y dignidad.
