PLACER COUNTY ANIMALS NEED YOUR HELP!

Ron Artest, a well known public sports figure with the Sacramento Kings is under investigation for alleged animal abuse after his dog Socks, a Great Dane, was found extremely malnourished. Neighbors in his Placer County gated community have complained numerous times and he has had several encounters with Placer County Animal Control about his dogs. Placer County isn't the only county where he allegedly neglected his dogs, it seems he had some problems in Indiana as well.

Another recent incident involves that of an Afghan breeder in Meadow Vista, CA who on January 8th relinquished 20 Afghan hounds and 8 Afghan hound puppies after they were reported living in deplorable conditions. Five tested positive to heartworm, all had intestinal parasites and many of them had eye conditions, were severely malnourished and had severe dental problems. Last July, 11 Miniature Pinschers and Chihuahuas, one with an untreated broken leg, all suffering from mange were confiscated from a breeder in Loomis. 7 months later, 8 of them are still languishing at the Placer County Shelter and the owners have not been prosecuted.

Census Bureau statistics reported that Placer Countys population has more than doubled between 1980 to 2005 when it grew from 117,000 to 317,000 and is still growing. The Placer County Animal Shelter, located at the DeWitt center, was built in 1974 and is tax supported. It is extremely inadequate, dilapidated and so crowded that people who find themselves in a situation of needing to surrender an animal are being turned away. In addition, abuse cases are not prosecuted as they should be due to lack of personnel and bureaucratic red tape; therefore abusers are getting off and become repeat abusers.

In 2000, Placer County supervisors PROMISED that a new and larger shelter would be built in Auburn within 5 years to replace the currrent shelter to better accommodate the growing needs of Placer County. They have reneged on that promise. For over a year, Friends of Placer County Animals, a non-profit organization, has made every effort to persuade Placer County officials to uphold their promise to build the shelter they promised to build but to no avail.

Officials have decided instead to build a new SPCA building in Roseville several years from now, and have only agreed to make improvements to the Auburn shelter, BUT NOT UNTIL 2010! In order to ensure that abused animals are not ignored and not returned to abusive owners, and to ensure that taxpayers needing to relinquish an animal are not turned away in time of need, Placer County needs a shelter that can adequately house the animals as well as the personnel needed to handle these situations; NOT IN 2010, but NOW! Placer County residents and animals deserve better!

We implore Placer County Animal Control administrators and the Placer County District Attorney to begin legal proceedings against individuals involved in the four cases referenced in this petition. And we demand that Placer County Board of Supervisors uphold their promise to build a new Auburn Shelter! We do not accept renovations in 2010 as the solution. We demand a new shelter in Auburn as promised as a model facility before adding another shelter in Roseville where the need is not as urgent! In other words, we demand the County Board of Supervisors who are our elected officials to uphold their promise!
