Re: Snowbowl Draft Environmental Impact Statement (DEIS) Comments

The San Francisco Peaks in Northern Arizona have been held sacred to over 13 southwestern tribes since time immemorial.
Due to the extraordinary significance of this unique sacred site & the Arizona Snowbowl Ski Areas proposed plan for developments threat of irreversible and irretrievable adverse impacts, we the undersigned formally request that you:

1. Protect and preserve our national & worldwide heritage by supporting Alternative #1, the "No Action Alternative" in the DEIS on the Arizona Snowbowl's proposed action.

We recognize that any disturbance through development on the San Francisco Peaks will cause irreversible and irretrievable adverse impacts to the cultural spiritual practice of the affected tribes.

The Forest Service's preferred alternative, Alternative #2 in the DEIS; Snowmaking with wastewater on 205 acres, 74 acres of runs, new parking lots, new lifts and facilities expansion, will further scar and disturb this sacred site.

The DEIS acknowledges that there will be irreversible, irretrievable adverse cultural impacts if the proposed action is taken.

In addition, to consider building a Native American cultural center on this sacred site illustrates the Forest Service's insensitivity and lack of understanding of the true cultural value of the San Francisco Peaks. The DEIS does not adequately address the cultural spiritual concerns and does not fully investigate potential impacts to the affected tribes.

2.Extend the comment deadline from 60 to 120 days and conduct public comment meetings in the communities of the affected tribes.

We are concerned that the Forest Service has not done adequate outreach; No open houses have been scheduled in communities of affected tribes, the ONLY public comment meeting the Forest Service hosted was not easily accessible to concerned tribal members who live in the southwestern region, the Forest service has failed to distribute the DEIS widely, CD-ROMs were sent to individuals who cannot use or do not have computers, no translations of the DEIS were made available, the Forest Service had few hard copies readily available and the Forest Services recent change of address is not listed in the DEIS.

This inadequate outreach shows that the Forest Service does not take seriously the potential irreversible & irretrievable adverse impacts that this proposal will have on this sacred site.

3. Delay any decision on snowmaking and expansion until completion of the Traditional Cultural Property designation process; respect the NEPA process by taking seriously the cultural concerns presented by the public through the long, documented history of opposition to commercial development on the Sacred Peaks.

4. Add our names to the public record as supporting Alternative #1, the No Action Alternative, and to the NEPA mailing list.
