PETITION TO MODIFY POWER GENERATOR ON 450 BOND STREET, LINCOLNSHIRE IL AND TO MEASURE AND MONITOR AIR AND NOISE POLLUTION

We petition for modifications to the power generator installed on the southwestern wall of the 450 Bond Street building to reduce air and noise pollution to the adjoining residential neighborhood. We also petition to monitor its effect on health and quality of life:


ITEM # 1: Request Modifications to Current Design:

1. Reduction of generator size. This generator is oversized for purpose of emergency (exit lighting, computers etc). It is sized for manufacturing activity support. The volume of air and noise pollution is proportional to engine size, and is too much for a residential area.
2. Relocation of generator to inside building. It is common for power generators this size to be placed inside a buildingespecially near residential areas.
3. Add an exhaust stack to following current codes for safety and fume evacuation. The current pipe is only 20 feet above ground and fumes can easily carry into residential area.
4. Upgrade generator to available clean technology such as natural gas or exhaust aftertreatment (smoke filter and catalytic converter). . This is easily achieved with off-the-shelf solutions available to meet the coming January 2007 EPA nonroad emissions.
5. Fully enclose generator to insure noise levels meet Federal, State and Lincolnshire requirements.
6. Additional landscaping on property to reduce noise impact on neighborhood.
- Planting several rows of evergreen shrubs and trees to provide multiple height of coverage.
- The height of trees equals to building height.
- The width of bushes10 feet diameter minimum.
- Landscaping to extend entire length of western portion of property


ITEM # 2: We request Lincolnshire and/or McShane construction run the tests measurement for all of the following building codes on this generator.

6-8-4-1: Noise
6-8-4-2: Vibration
6-8-4-3: Air Pollution
6-8-4-4: Toxic Substances
6-8-4-5: Water Pollution

Furthermore,
- Testing to be with the generator running full operating load in accordance of its intended usage for manufacturing support (not idle or high idle). Testing to include several cold weather starts (minimum 6 per 24 hour period) in below freezing temps.
- Testing in continuos operation at below freezing temps or actual measurement in cold weather.
- For testing calculations, the exposure and occurrences measurements should be under the assumption of a prolonged power outage to the extent of continuos operation for an indefinite time and under full power operation.


ITEM # 3: We request high scrutiny on the following;

6-8-4-3: AIR POLLUTION: C. Particulate Matter Emissions states;

In the O/I District, no use shall cause or allow the emission of particulate matter, through one or more stacks, vents, ducts, or chimneys into the atmosphere in excess of 0.2 pound per hour, per acre of property. Tests for particulate matter shall be conducted in accordance with State of Illinois Air Pollution Control Regulations."

- We do not think this very large generator will pass the particulate requirement, especially in cold weather or transient load conditions.
- We also question if other generators on Bond Street are in violation too.


ITEM # 4: We request high scrutiny on the following;

6-8-4-3: AIR POLLUTION:B Visual Emissions states:

In the O/I District, no use shall cause or allow emission of smoke or other particulate matter into the atmosphere having an opacity greater than ten percent (10\%). For the purpose of soot blowing or equipment breakdown, emissions of smoke or other particulate matter may exceed an opacity of ten percent (10\%) but it shall be limited to no more than three (3) times in any twenty four (24) hour period and shall not be greater than forty percent (40\%) for a period or periods aggregating three (3) minutes in any sixty (60) minute period."

- We do not think this generator will pass 6-8-4-3: AIR POLLUTION: B. requirement under cold starts, load transients and full load conditions.
- We request tests under previously stated conditions to verify meeting Visual Emissions requirements. Specifically to test with the assumption of multiple starts (greater than 6 in a 24 hour period) and in below freezing cold weather.
- We also question if other generators on Bond Street are in violation too.


ITEM # 5: We request high scrutiny on the following;

6.8.3 General Requirements and Restrictions D states;

"All activities including all types of manufacturing, storage, merchandise display, business operations and service or maintenance shall be conducted within completely enclosed buildings..."

- The large generator chosen by Klein tools is for the purpose of manufacturing and is an 'activity' when it is used. As such, this generator must be placed within the building if it is to be used for manufacturing support.
- Other generators on Bond Street are for computer server and emergency lighting and not manufacturing activity. Furthermore they are significantly smaller, making less noise and pollution.
- We also question if other generators on Bond Street are in violation too.


ITEM # 6: We request high scrutiny on the following;

6.8.3 Requirements and Restrictions D states;

Loading docks and berths fronting on any public or private street or opening onto a yard which is adjacent to a residential district shall be within completely enclosed buildings. All loading berths on zoning lots which contain industrial or warehousing uses or activities in the 0/Ib District shall be within completely enclosed buildings.

- These loading docks should not be adjoining a residential area and do not appear to be completely enclosed.


ITEM # 7: Determine a safe distance for the exposure of exhaust fumes and smoke (specifically CO, CO2 and particulate exposure)
- This is in light of several deaths recently seen from generators as reported by the US Center for Disease control. http://www.cdc.gov/mmwr/preview/mmwrhtml/mm5509a4.htm


We are deeply concerned about the health and welfare of our children, our neighborhood and ourselves and urge completion of tests and modification to the current generator. We look forward to a timely reply and positive actions.
