Our law-makers are grappling for a solution to the Iraq situation. The Presidents proposal is to increase our troops and demand that the Iraqi government and military take on more peace-keeping responsibilities. During the recent Senate discussion, a better idea wasnt proposed. Bolstering our financial and military presence by a billion dollars and 20,000 soldiers is, at best, a stop-gap measure until someone comes up with a better plan.

Our government is reluctant to propose a time-line for withdrawal. Their fear is that Iraqi factions would just wait until we withdrew our troops to resume tribal conflicts. Not establishing a timetable seems like a well-intended parent's idea that childrens hands must be held while crossing streets until some indefinite time when the parent is convinced no accident will occur. However, the future provides no guarantees. At some point every parent must let go. But the Iraqis are not children; they are adults whose livelihoods have been destroyed.

This petition is to advocate a time-line for our military withdrawal from Iraq. We advocate a plan that would state that within a given timeframe (nine months, for example) all factions must agree to a cease-fire. At the end of timeframe our troops would be withdrawn. During the timeframe, cross-tribal teams of Iraqi carpenters, sociologists, religious leaders, plumbers, physicians, educators, psychologists, engineers, and others must help communities and neighborhoods rebuild. Industries and manufacturers must be given assistance so that they can reopen their doors. The country must become self-sustaining once more.

We believe that if the government had the opportunity to begin working, men and women had the opportunity to take up meaningful employment, and students had the opportunity to attend school, the country will thrive. Frustration levels would decrease and warring would be seen as a waste of energy.

We, the People, citizens of America, believe that a timeline for military withdrawal is essential to safeguard our troops, the Iraqi citzens, and the American people, and to create a brighter democratic future in Iraq.
