An Open Letter to President Machen:







When you addressed the UF Faculty Senate on Thursday, September 21, 2006 about the CLAS Five year Plan, you left unanswered a number of questions. Free from the pressure and time constraints of a public meeting which not everyone who wished to attend could do so, we hope you will take the time to answer them fully and clearly now.







1. At the Senate meeting, you insisted that the Five Year Plan is not your plan. Will you state for the record that you had no communications with either Provost ? or Dean Sullivan before or during the time they were composing it with regard to said plan? Do you take responsibility for this plan or not?







2. Florida is a state with sunshine laws. Yet the university budget, with several provost created centers, remains shrouded in secrecy. Why is there no transparency for the budget? How is it decided that CLAS get the low amounts it does and who decides, if not you, President Machen? Any publicly held corporation has budget transparency. UF is publicly funded by the state of Florida. Again, we ask you, why is there no transparency for theuniversity budget?







3. If fiscal responsibility and accountability are your primary concerns, why have you not fired the person in charge of the class budget, namely, Dean Sullivan?







4. Why have CLAS Department Chairs, who have nothing to do with the budget deficit, been fired by your Provost without cause?







5. After years of running a deficit, why is the CLAS deficit now suddenly a problem for you? Where is the urgency to balance the budget? And if balancing the CLAS budget is so urgent, why are you taking five years to do it?







6. Why do you not balance the deficit by increasing the level of funding for CLAS ? There is no budget crisis in the state of Florida. INDEED, THERE IS A $33 MILLION SURPLUS IN THE CURRENT UNIVERSITY BUDGET. Yet your plan reads as if there were a similarly huge DEFICIT in the current budget.







7. Why have you failed to lobby the Florida state legislature for better funding of UF? Why do you resign yourself to your failure instead of redoubling your efforts?







8. Part of the Five Year Plan has already taken effect. There are hiring freezes now in place. What happens in five years to Departments whose hirings are now frozen? Do they get a new hire for every faculty member who retires, keeping the number of faculty constant? Or will Departments be further reduced in size?







9. The Five Year Plan calls for larger class sizes. UF was not built for the current number of students. There are now more students than there are buildings in which to teach them. Where do you expect these larger classes to be taught?







10. Why are only faculty positions cut in the Five Year Plan? Why arent administration positions cut? Why is there a hiring freeze of faculty only?
