No NYPA Relicensing sign now


We, the undersigned, strongly urge the FERC to deny a new fifty-year license to the New York Power Authority to operate the Niagara Power Project located in Lewiston, NY. Local residents and businesses have not benefited from the NYPAs operation of the Power Project.

1) The NYPA sells low-cost power from the Power Project to consumers in seven different states, while residents who live within thirty miles of the Project pay, on average, some of the highest electric rates in the United States.

2) The NYPA promised 25 megawatts of at-cost power for fifty years to the city of Niagara Falls, towns of Lewiston and Niagara, county of Niagara and the Lewiston-Porter, Niagara-Wheatfield and Niagara Falls school districts, in exchange for their support of the NYPAs relicensing efforts. After they agreed the NYPA told them the at-cost power was only guaranteed for 18 years, and would have to be renegotiated in 2025.

3) The NYPA has refused to put $40 million in extra revenues into a special fund to benefit consumers in Western New York who live in the vicinity of the Power Project.

4) The NYPA seized over 3,000 acres of land for the Niagara Power Project in 1957 and removed that land from the tax rolls. If the NYPA is relicensed that land will remain tax exempt for another fifty years. Local residents also pay some of the highest property taxes in the United States.

5) Mark S. Zito, chairman of the Niagara Power Coalition, persuaded Coalition members to accept monetary compensation from the NYPA that was one quarter of what the NYPA was willing to offer. Mr. Zito has political ties to the NYPA.

We would the FERC to reject the NYPAs request for a new fifty-year license to operate the Niagara Power Project. We would like the FERC to grant a new license to Niagara and Erie County, NY for a joint, community owned operation of the Power Project. The bulk of the power produced by the Project should be reserved for consumers in the two county area, who would have the right to access this power at-cost, through municipal or cooperative distribution.
