Subject: FBISD Rezoning of New Territory Student to Middle School #14

We, New Territory residents whose friends, sons, and daughters will be impacted by middle school rezoning, respect and appreciate the very difficult decision the Board will eventually be voting on as it will impact entire communities and not just West side of New Territory.

As we listened to the middle school options presented at the workshop, we were struck by an immediate observation: while six options were presented, there were really only three options on the table, the so-called A options. From those three options, there was really only one option presented to the Board that will rezone the West side of Highway 99 to Middle School #14.

During the workshop many statements were made that demonstrated a focus on headcount and a lack of appreciation for the human touch and for our communities. From a safety aspect, New Territory West side of Highway 99 has a bike/walking trail and underpass below Highway 99 that offer a safe passage for our students/ children to bike or walk to and from Sartartia Middle School. This existing, safe school route will be made riskier with the current proposals of rezoning to Middle School #14. Bus routes to Middle School #14 will have to cross major congested highway intersection, namely Hwy 99 and Alt. 90. In addition, to get onto Harlem Road from Alt. 90 where the proposed Middle School #14 will be built, our children/ students buses will have to cross elevated railroad tracks that carry frequent freight train traffic in addition to high speed passenger trains.

We are very disappointed that though the Administration and Board state they are looking towards the long term, the Administration and Board are taking only a "short-term" approach. While the growth of the District is on the West and East ends, very little in the Middle School plans address the under-capacity/ under-enrolled of the middle part of the District.

In conclusion, we are asking for the Administration and the Board to revisit and propose additional zoning plans that take into consideration 1)the safety of our children/ our students, 2) the census of the entire District and growth projections, and 3) impacts from elementary school and high school capacities, growth and zoning changes. We are asking that the Administration and the Board to find all possible solutions that will keep our friends, our neighbors, and our communities in New Territory safe and intact, the communities that have existed together for the past 20+ years.
