Nebraska CNM Petition Take Two sign now

We, the undersigned, are Nebraska citizens seeking the right to low-cost, high-quality well-woman, prenatal care, childbirth, and post partum care with Certified Nurse Midwives. We urge you to consider the following three bills under consideration in 2010:

LB 406. Under current legislation, Certified Nurse Midwives (CNMs), highly-trained specialists in normal childbirth, can still be denied hospital privileges based solely on their credential type. LB 406 would free CNMs of this hiring bias, thereby providing greater access and availability for the women and families of Nebraska who desire their services.

LB 457. We applaud a bill which liberates Certified Nurse Midwives from written practice agreements that force them to abandon normal childbirth practices in order to operate under an obstetrical-based system. Practice agreements have NEVER been shown to increase positive birthing outcomes. Autonomous practice is the only way for the women of Nebraska to get the care they desire when hiring a CNM.

LB 481. Families in our state who wish to birth out-of-hospital are required to do so either unassisted, or to drive long distances into other states. Nebraska and Alabama are the only two states who continue to disallow CNMs from attending an out-of-hospital birth. Though families in our state have the option of birthing alone, this restriction of professional assistance only increases the likelihood of bad birthing outcomes. LB 481 would allow families birthing at home the safety and security offered to the citizens of 48 other states in our great nation.

Understandably, the American Congress of Obstetricians and Gynecologists (ACOG) has a vested interest in the demise of out-of-hospital birth. On the other hand, the World Health Organization (WHO), whose job it is to provide leadership on global health matters and articulate evidence-based policy options, stands to gain nothing in its strong support of out-of-hospital birth. WHO asserts the safety of home births: Studies of planned home births in developed countries with women who have had uncomplicated pregnancies have shown sickness and death rates for mother and baby equal to or better than hospital birth statistics for women with uncomplicated pregnancies. It has never been scientifically proven that the hospital is a safer place than home for a woman who has had an uncomplicated pregnancy to have her baby (Care in Normal Birth 1996).

Peer-reviewed scientific studies support claims that midwife-assisted births, both in hospital and out of hospital, provide outcomes equal to those births assisted under the traditional scope of obstetrical care. More importantly, the collective body of research, regardless of diverging interpretations, does not finally justify current restrictions on Nebraska citizens access to CNM care, nor the restrictions on the scope of CNM practices. Barring overwhelming and inarguable evidence against autonomous CNM practice, both in and out of hospital, the ONLY reasons for continued legal restrictions in Nebraska against autonomous CNM practice are OTHER than scientific and are NOT primarily concerned with the safety and well being of Nebraska citizens.
