MONTANANS FOR FREEDOM TO TRAVEL


We are a free people, and one of our central freedoms as Americans is the right to travel.

Today we Americans have the right to travel almost everywhere on earth, including to nations with which our government has hostile relations, such as Iran and North Korea. Travel restrictions to China, against whose troops Americans fought during the Korean War, were lifted during the Nixon Administration in the 1970s. Even during the Cold War, our government did not try to prohibit travel to the Soviet Union, or the nations of the Soviet bloc.

Yet today it is a federal crime for everyday American citizens to travel to Cuba. The Trading With the Enemy Act passed by Congress in 1963, makes it a felony for Americans to visit Cuba punishable by up to ten years in prison and a $250,000 fine. Exceptions include government personnel, Americans with close Cuban relatives, purveyors of some agricultural products for sale to Cuba, journalists, and people granted special licenses. Almost twenty years after the collapse of the Soviet Union and the end of the Cold War, making Cuban travel a federal crime is an affront to common sense and our basic rights as Americans.

House Resolution 4645, with bipartisan co-sponsors, would repeal the Cuban travel ban. (The bill also expands present opportunities for selling American agricultural products to Cuba. It is supported by the American Farm Bureau, the Farmers Union, and an array of agricultural groups.) H.R. 4645 passed the House Agriculture Committee, and it is expected to be voted on by the full House in September.

Some Cuban йmigrйs have opposed normal commercial relations with Cuba for more that 50 years, arguing it would strengthen the Cuban economy and government. They oppose H.R. 4645. Recently 74 prominent dissidents who live in Cuba wrote Congress in support of the legislation. In their view, increased contact with Americans will speed liberalization in Cuba. Other Americans believe that the trade embargo against Cuba is morally wrong, and hurts the Cuban people. While these differing views are important, they must not be allowed to interfere any longer with American citizens fundamental right to travel. As Montanans, we are asking each member of our Congressional delegation Senator Max Baucus, Senator Jon Tester, and Congressmen Denny Rehberg, to stand up for Americans freedom to travel by supporting H.R. 4645.
