Respected Sir:

Following the electoral pledges given by the Congress Party, the U.P.A. Common Minimum Programme adopted in 2004 stated:

The U.P.A. Government will consider the demand for formation of Telangana State at an appropriate time after due consultations and consensus.

The President of India in his Address to the Joint Session of Parliament, 7th June, 2004 further stated:

The UPA Government will consider the demand for the formation of a Telengana state at an appropriate time after due consultations.

In 2005, the leaders of National Parties gave their unqualified approval for the formation of a separate state to the Pranab Mukherjee Committee formed by the UP Government. They were:

1. Chandrasekhar, Ex-P.M , 21st May 2005
2. V.P.Singh Ex PM, 25th May 2005 to Sonia Gandhi,
3. V.P.Singh, Ex PM, 9th August 2006 to Sonia Gandhi
4. H. D. Deva Gowda , Ex PM , 8th May 2005
5. I. K. Gujral ,Ex PM, 24th May 2005
6. Sharad Parwar, President, NCP , 2nd May 2005
7. Lalu Prasad, President, Rastriya Janata Dal , 20th May 2005
8. Kum. Mayawati, President, Bahujan Samaj Party, 8th May 2005
9. Prakash Singh Badal, President, Shiromani Akali Dal, 12th June 2005
10. George Fernandes, President, Janata Dal (United) , 5th July 2005
11. Mahbooba Mufti, President, J&K People's Democratic Party

As a consequence of the non-performance of these solemn pledges, an agitation was initiated which led to the state level political parties organized by the Congress Government to agree to the formation of a separate state. These views were conveyed in the Minutes of the Meeting of Floor Leaders of the AP Legislative Assembly, on the 7th December 2009, at 8.00 P.M, as faxed to the Home Minister, Govt. of India.

The Parties agreeing unequivocally for formation of a Telangana were:
1. Telugu Desam Party
2. Communist Party of India
3. Praja Rajyam Party
4. Telengana Rashtra Samithi
5. Bharatiya Janata Party
6. Congress Party
7. Lok Satta

This led the Home Minister of India on December 9, 2009 to declare:

The Process of forming the state of Telengana will be initiated. An appropriate resolution will be moved in the State Assembly

This process has been halted by agitation in the Andhra Region motivated and led by vested interests, which had real estate interests in Hyderabad City.

The Government of India in its wisdom constituted the Sri Krishna Committee to delve into the issue and make serious implementable recommendations on this issue. After nearly 11 months the SKC has submitted a report, which is deeply flawed and is currently contested in the High Court of AP for having a secret critical section on which the whole report depends. Nearly half of the options suggested by the SKC are acknowledged by it and the Government of India to be un-implementable. The Attorney General of India himself has stated to the High Court that the Committee has no legal standing and its report has no significant validity.

The Telangana Movement has reached a point of no return. There is no going back on the demand for a separate statehood for Telangana. People of Telangana rightly feel it is now or never.

In view of the above and particularly in view of the solemn promises made by the national and state political parties:

We appeal to the party in power- the Congress Party and all other parties, to look beyond the framework of power politics and electoral gains, and demonstrate their commitment to Democracy, and Justice by introducing immediately the bill for the formation of a separate State of Telangana in the Parliament.

We appeal to all those who are committed to democracy and the formation of Telangana State to sign this appeal to the Prime Minister and the Chairperson of the UPA.
