Introduзгo

A nossa identidade como Naзгo foi marcada, nestas trкs ъltimas dйcadas, por uma profunda crise. Esta constataзгo decorre das adversidades histуricas e polнticas vividas pelo seu Povo. Essas vicissitudes tiveram o mйrito de fazer germinar uma consciкncia identitбria mais sуlida, tornando-se o hъmus de todo o nosso processo de emancipaзгo polнtica. Durante mais de trinta anos, foi-nos imposta a lei da humilhaзгo, deportaзгo, discriminaзгo, mordaзa, do chicote, dos maus-tratos e de uma negaзгo insistente e persistente do nosso ser enquanto Povo e enquanto Naзгo.

Nуs, Signatбrios deste Manifesto, fazemo-lo com espнrito de fidelidade а Terra (espaзo comum), а Histуria (memуria colectiva) e а Identidade (rosto especнfico). Esta trнade realidade, que nos agrega, ultrapassa os aspectos meramente visнveis. Daн que a nossa missгo й a de colocarmos ao serviзo desta nobre causa todo o nosso capital intelectual e afectivo.

Por isso, trazemos ao mundo, de forma clara e inequнvoca, a vontade e a determinaзгo que nos animam neste momento decisivo da nossa Histуria.



Quem Somos

O Tratado de Simulambuco veio cimentar os traзos йtnico-culturais da nossa identidade como Naзгo. Esta foi reconhecida como entidade sui jъris pelas potкncias coloniais. A Histуria assim o atesta. Afirmamo-nos, por consequкncia, como legнtimos herdeiros dos Reinos de Ngoio, Kakongo e Loango que jб existiam muito antes da chegada dos europeus. Й testemunho disso o disposto na Constituiзгo Portuguesa de 1933, no nє 2 do seu Artє 1є; claramente expresso no mapa prefigurativo da Бfrica da OUA, 1965, onde aparece sob o nє 39; e o da Liga das Naзхes, de 1917, para apenas citar estes. Por outro lado, as diligкncias para a independкncia dos dois territуrios (Angola e Cabinda), ab initio, junto de instвncias internacionais, foram feitas separadamente. Neste contexto, Cabinda й uma entidade nitidamente separada de Angola, geogrбfica e historicamente. Pretender o contrбrio, й escamotear a verdade da Histуria. Esta nгo mente.



A Nossa Condiзгo

Situaзхes histуricas, impregnadas de injustiзa clamorosa, integraram Cabinda no Estado Angolano. Isto sу aconteceu em 1956, por motivos meramente administrativos, a exemplo doutras potкncias coloniais (v.g. Bйlgica). Comeзa aqui o nosso calvбrio. Uma descolonizaзгo vergonhosa fez de Cabinda oferta, moeda de troca e mais uma vнtima de um comunismo desenraizado,

desactualizado, descontextualizado, pseudo-humanista, sob capa de um internacionalismo. Instaurou-se um regime tipicamente colonialista que, sob todas as formas, persiste em negar a nossa identidade. De tempos a tempos, vai reciclando, renovando e inovando os seus instrumentos de perseguiзгo, tortura e maquinaзгo polнtica, com clemкncias, amnistias, integracionismos, memorandos e outros quejandos, envolvidos num manto de falsidade. A guerra em consequкncia, continua a sacrificar, inutilmente, filhos Angolanos e Cabindeses. Importa esclarecer а opiniгo pъblica que a guerra em Cabinda nгo й fratricida mas, antes, ocupacionista. Ela acarreta um rosбrio de atrocidades, mortes e arbitrariedades; populaзхes rurais impedidas de levar uma vida normal; estrangeiros na prуpria terra.

Neste contexto de dominaзгo colonial, nгo sгo estranhos fenуmenos como o ostracismo e a misйria; a espoliaзгo sistemбtica e desenfreada dos recursos naturais, mormente o petrуleo, a mгe da nossa desgraзa. Este tornou-se mais importante do que o Povo que o pertence. Por isso, orienta:

a) as polнticas do empobrecimento: Malongo й um antro de injustiзa,

marginalizaзгo e racismo;

b) as polнticas de desertificaзгo humana e econуmica (transferкncias forзadas

de quadros Cabindeses para Luanda);

c) as polнticas de usurpaзгo, conluio e insensibilidade diante do sofrimento do

Povo de Cabinda;

d) as polнticas de aliciamento e de falsas conversaзхes: os petro-dуlares servem

para tudo, importando apenas os dividendos polнticos;

e) a presenзa de empresas e bancos incapazes de deixarem uma marca das

avultadas somas que encaixam com projectos de facturaзгo duvidosa e

salбrios de misйria que pagam aos Cabindeses.



O Que Negamos

Os signatбrios deste Manifesto declaram-se frontalmente contrбrios:

a deixar o nosso destino em mгos alheias,

аs polнticas ensaiadas para adiar sistematicamente a resoluзгo do diferendo entre Angola e Cabinda,

аs tentativas constantes de desfigurar culturalmente Cabinda com a permanente ofuscaзгo e negaзгo da lнngua Ibinda e a eliminaзгo, pura e simples, das toponнmias autуctones,

а regeneraзгo do espнrito da DISA (Direcзгo de Informaзгo e Seguranзa de Angola) e dos seus mйtodos repressivos tendentes a silenciar figuras e personalidades que nгo entram no seu quadro de subserviкncia,

аs manobras de divisгo no seio da Naзгo Cabindesa.

ao cerceamento das liberdades fundamentais.



O Que Exigimos

Passaram-se cento e vinte e dois anos, durante os quais Portugueses e, depois, Angolanos manifestaram incapacidade em interpretar, objectivamente, a legнtima aspiraзгo da Naзгo Cabindesa а autodeterminaзгo. Independкncias recentes quer na Europa quer em Бfrica trouxeram а tona uma verdade irrefutбvel: a liberdade й vбlida para todas as naзхes que por ela almejam. Daн serem injustos os epнtetos ridнculos e despropositados como separatistas, independendistas, etc., quando estamos num contexto de anexaзгo manu militari.

Nуs, os Signatбrios do presente Manifesto, tendo em conta tudo o que foi dito, feita uma reflexгo profunda e amadurecida sobre o actual momento histуrico-polнtico em que se insiste em falsear o objecto primбrio das nossas reivindicaзхes, exigimos, com todo o peso da responsabilidade histуrica que impende sobre os nossos ombros, o seguinte:

a)o reconhecimento inequнvoco do ъnico objecto das reivindicaзхes da Naзгo Cabindesa: a nossa autodeterminaзгo, pois, Nгo une o Homem o que Deus separou (D. Franklin da Costa. Cf. in Sic N).

b)a criaзгo de um quadro polнtico propнcio para um diбlogo sincero e inclusivo com os legнtimos representantes da Naзгo Cabindesa.

c)o fim do clima de repressгo polнtica e policial em Cabinda.

d)o respeito escrupuloso da nossa dignidade como pessoas com direito а vida, а liberdade (de pensamento, de expressгo, manifestaзгo, opiniгo, etc.).

e)o fim da guerra ocupacionista e a abertura do caminho conducente a uma paz verdadeira e duradoira.

f)um novo clima de convivкncia, dentro do respeito mъtuo entre Cabindeses e Angolanos.

5.Apelo aos Partidos Polнticos Angolanos e а Sociedade Civil

O destino do Povo Cabindкs tambйm й vossa responsabilidade. O futuro de Cabinda poderб ser, para vуs, motivo de orgulho ou de vergonha. Orgulho, se

fordes capazes de ajudar a construir, neste Territуrio, um futuro de verdadeira paz e de dignidade fraterna; vergonha, se persistir o sentimento de imposiзгo de soluзхes humilhantes e de subjugaзгo deste Povo Irmгo, em nome de hegemonismos absurdos e de egoнsmos de dominaзгo. Pesa tambйm sobre os vossos ombros o erro histуrico cometido em Alvor, em 1975, que produziu os acordos de triste memуria que em tudo morreram, excepto no que a anexaзгo de Cabinda dizia respeito.

Reconhecemos que a vossa acзгo jб tem sido algo notуria, porйm, й preciso mais empenho, mais envolvimento, mais acutilвncia, mais frontalidade e mesmo mais verdade. Mais do que o petrуleo que acirra ambiзхes, quantas vezes desmedidas, em Cabinda estб um Povo com a sua histуria, com a sua cultura, com as suas especificidades. Nгo permitais, pois, que a Histуria e as geraзхes vindouras vos julguem e condenem por opзхes mal feitas e decisхes deliberadamente mal tomadas.



Apelo а Igreja

A Igreja tem um papel histуrico imprescindнvel na resoluзгo do conflito de Cabinda. Testemunha-o a sua opзгo pela justiзa, pela protecзгo dos mais fracos e oprimidos. Desde os primeiros momentos, a Igreja, em Cabinda, assumiu-se como profйtica. Daн as perseguiзхes movidas contra clйrigos autуctones, na vigкncia colonial e a opзгo pelo exнlio, ao lado do Povo. Esta soube tomar a peito uma postura frontal contra a ideologia marxista-leninista, desafiando as autoridades polнticas contrбrias а propagaзгo da fй cristг. E na esteira da mesma tradiзгo, uma nova geraзгo de sacerdotes e pastores adoptou, com autenticidade evangйlica, a sua missгo no seio do Povo, denunciando as injustiзas.

Й esta Igreja que queremos. Fiel аs suas tradiзхes, livre de compromissos polнticos e voltada, inteiramente, para as suas ovelhas.



Apelo а Comunidade Internacional

A comunidade internacional tem desempenhado um papel crucial na prevenзгo e resoluзгo de conflitos entre povos e estados. Pese embora alguma ineficiкncia, ela й, hoje, mais do que nunca, imprescindнvel para a paz mundial e para a estabilidade internacional.

Neste contexto, os Governos com interesses em Cabinda devem compreender que a nossa terra nгo e sу petrуleo. Й antes e acima de tudo um Povo, com direito а vida e ao usufruto dos seus recursos naturais.

Hoje, a partilha desenfreada da parcela de terra que Deus nos deu, por parte de interesses econуmicos estrangeiros, anda de par com o desprezo pelas nossas vidas e nossas aspiraзхes. Com um olho, assistem, quotidianamente, а nossa morte, enquanto, com o outro, somam cifrхes com as nossas riquezas que levam a troco de nada. Serб que nгo tкm um mнnimo de sensibilidade?



Laзamos um apelo аs Naзхes Unidas, а Uniгo Africana e а Uniгo Europeia, no sentido de adoptarem, com humanidade e responsabilidade, os mecanismos polнtico-diplomбticos que visem abrir caminho para a emancipaзгo definitiva da Naзгo Cabindesa. Й isto que esperamos.



Apelo aos Paнses Circunvizinhos

A instabilidade vivida em Cabinda sempre teve repercussхes negativas nos paнses vizinhos. A actual polнtica angolana, na regiгo, com maior enfoque no sector da defesa e seguranзa, decorre, precisamente, do conflito em Cabinda. Acreditamos, por conseguinte, ser do interesse dos nossos vizinhos, com quem partilhamos nгo sу uma fronteira comum, mas tambйm a mesma cultura, a pacificaзгo definitiva de Cabinda.

Apelamos, portanto, aos governos dos dois paнses que compreendam o nosso drama e encetem, com coragem, mecanismos diplomбticos, junto do governo de Angola, para uma soluзгo digna e justa da questгo de Cabinda.



Conclusгo

A presente iniciativa tende abrir espaзo a uma nova abordagem do conflito de Cabinda. Ela visa buscar outros entendimentos que passem por uma nova capacidade de diбlogo que nos conduza a uma soluзгo. Esta deve satisfazer as mais lнdimas aspiraзхes da Naзгo Cabindesa, salvaguardando um futuro de cooperaзгo, com reciprocidade de vantagens.

Queremos construir um futuro livre de traumas, violкncia e rancores, acumulados durante estes longos anos de conflito angolano-cabindкs.

Por isso, AQUI ESTAMOS, para atestar que as nossas assinaturas representam a vontade do Povo que somos.

MANIFEST OF THE CABINDA NATION CONSCIENCE

Introduction

Our identity as a Nation has been marked over the last three decades by a deep crisis. This observation is supported by the historic and political misfortune that has been inflicted in its people. Meanwhile, this misfortune has nourished a well-established identity conscience which has turned into the humus of a whole process of political emancipation. For more than thirty years, it has been imposed upon us the law of humiliation, deportation, discrimination, gag, baton, ill-treatment and we have insistently and persistently been denied our being as a well identified and defined People and Nation.

We, here undersigned, are therefore doing so in allegiance to our Land (common space), History (collective memory) and Identity (own face). This visible triad that aggregates us goes beyond the merely visible aspects. Hence, our mission is to make available all our intellectual and affective capacity/capital to this noble cause.

We, therefore, bring to the eyes of the world in a clear and unequivocal manner, the will and determination that drive us in this crucial time of our History.



Who Are We?

The Treaty of Simulambuco came to strengthen the ethnic and cultural traces of our identity as a Nation. This was ratified as an entity sui juris by the colonizing countries. This is all documented by the History. We are consequently the legitimate heirs/successors of the Kingdoms of Ngoio, Kakongo and Loango, which already existed way before the arrival of the Europeans. This attestation is stipulated in the 1933 Portuguese Constitution in number 2 of its Article 1; clearly expressed in the OAU (Organization of African Union) pre-figurative map of Africa, 1965, where it is attributed number 39; and that of the Nations League of 1917, to only mention a few. On the other hand, the process for independence of the two territories (Angola and Cabinda), ab initio, were separately made by the international entities. In this context, Cabinda is an entity distinctly separated geographically and historically by Angola. To try to show the opposite is purely trying to hide a Historic Truth. The History never lies.



Our Condition

Historic misfortunes, impregnated of clamorous injustice, integrated the Cabinda nation in the Angolan State. This only took place in 1956, merely by administrative reasons, as it was similarly done by other colonizing countries (v.g. Belgium). This is where our suffering begins. A disgraceful decolonization turned Cabinda into a gift, means of exchange, and another victim of an out-of-place, outdated, out-of-context, pseudo-humanist communism under the cloak of internationalism. A typically colonialist regime which, by all means, insists in denying our identity, was established. Every now and then, the regime is recycled renovating and innovating its instruments of persecution, torture and political schemes with clemencies, amnesties, integrationisms, memorandums and other alike with a cloak of hypocrisy. So, as one may expect, the war continues to needlessly grass the lives 1

of Angolans and Cabindans. It is important to note to the public opinion that there is no civil war in Cabinda, and yes, there is instead an occupationist war that brings a string of atrocities, deaths and arbitrariness; people in rural areas are not given a chance to live a normal life; they feel alienated in their own land.

In this context of colonial rule, sceneries of ostracism and misery; the systematic and unrestrained plunder of natural resources, especially oil, the chief reason of our suffering, will be a common practice. Oil has become more important than its owner. As such, the government determines:

a) the politics of impoverishment: Malongo is the den of injustice, marginalization and racism;

b) the politics of human and economic desertification (forced moves of Cabinda Cadres to Luanda);

c) the politics of encroachment, conspiracy and insensibility before the suffering of Cabinda People;

d) the politics of bribe and false talks: the petro-dollars are good to go for anything, mattering only the political dividends;

e) the existence of companies and banks without meaningful presence that would represent the enormous profits acquired, sometimes, through over-invoicing and poor salaries offered to Cabindans.



Things We Refuse

The signatories of this Manifest frontally declare themselves contrary:

to letting our destiny in strange hands

to the politics rehearsed to systematically procrastinate the resolution of the existing conflict between Angola and Cabinda,

to the attempts of undermining Cabinda culture by permanently obfuscating and negating the Ibinda language (local language, spoken in Cabinda) and to the elimination of the native toponymy,

to the regeneration of the DISA (Angola Information and Security Service Division) and its repressive methods designed to silence individuals and entities that refuse to enter a world of subservience,

to the schemes of division in the Cabinda Nation,

to the curtailment of freedom.



Our Demands

A hundred and twenty two years have gone by during which, first the Portuguese, and then Angolans, have shown incapacity to objectively interpret the legitimate aspiration to auto-determination of the Cabinda Nation. Recent independences in



Europe as in Africa have brought to light an indisputable truth: Freedom is valid for all nations that long for it. Hence, the ridiculous and preposterous epithets such as separatists, independentists, etc., are unjust when we well know that we are in a context of manu militari annexation.

We, the signatories of the present Manifest, having in mind all that has been said, after making a profound and mature reflection over the present historic and political moment in which it is insisted to give a false account to the primary object of our claim, we demand, with all weight of historic responsibility that we carry on our shoulders, the following:

a)the unequivocal acknowledgement of the unique object of the claim of the Cabinda Nation: our auto-determination, because, Man cannot and will not bring together what God separated (Bishop D. Franklim da Costa. Cf. In Sic N).

b)the creation of a political environment appropriate for a sincere and inclusive dialog with the legitimate representatives of the Cabinda Nation.

c)the immediate end to the police and political repression in Cabinda.

d)the scrupulous respect of our dignity as human beings with right to life, freedom (of thought, expression, manifestation, opinion, etc.).

e)the end of the occupationist war and the opening of a path that will lead to a real and lasting peace.

f)a new climate of living together with mutual respect between Cabindans and Angolans.



Appeal to the Angolan Political Parties and Civil Society

The fate of the People of Cabinda is also your responsibility. The future of Cabinda may well be for you a reason to be proud of or ashamed of. Proud, if you are willing and capable of helping to build, in this Territory, a future of real peace and fraternal dignity; a shame if the sentiment of imposition of humiliating solutions persists and the subjugation of this Brotherly People, in the name of absurd hegemonies and egotistical domination. You also carry over your shoulders the weight of the historic mistake committed in Alvor, in 1975, that produced the agreements of the sad memory in which everything went dead, except in what relates to the annexation of Cabinda. We know that the actions that you have been undertaking are somehow visible, however, there is a clear need for more diligence, more involvement, more decisiveness, more straightforwardness, and even more truth. More than the oil that incites ambitions, often in excess, in Cabinda there is a People with its own history, culture and specificities. Do not, surely, let History and future generations judge and condemn you for options not so well made and bad decisions taken deliberately.



Appeal to the Church

The Church has an indispensable historic role in the resolution of the Cabinda conflict. This is justified by its option for justice, for the protection of the weak and the oppressed. From the very beginning, the Church, in Cabinda has undertaken a prophetic stand. Hence, the persecutions carried on against the local clergy men, in colonial times and the option for exile, to be with and for the People. This same Church took a clear stand against the Marxist-Leninist ideology, challenging the political authorities that were against the propagation of the Christian faith. In the wake of the same tradition, a new generation of priests and clergymen adopted, with evangelical authenticity, its mission in the midst of the People, denouncing openly all the injustice that took place.

This is the kind of Church we want. Faithful to its traditions, free of political commitments and fully dedicated to its People.



Appeal to the International Community

The international community has played a crucial role in the prevention and resolution of conflicts between peoples and states. Although, with some inefficiencies at times, the international community is, today, more than ever, indispensable for world peace and international stability.

In this context, the Governments with interests in Cabinda must understand once and for all, that our land is not only oil. It is, and above all, the People, with right to life and right to dispose of its own natural resources.

Today, the unrestrained sharing by foreign economic interests, of the piece of land given to us by God, goes hand in hand with the scorning of our lives and aspirations. With one eye, they witness daily our death while with the other; they make profit with our natural resources, leaving nothing behind. Do you have any feelings?

We appeal to the United Nations, the African Union and the European Union, to adopt with humanity and responsibility, the political and diplomatic mechanisms that will open the path to the definite emancipation of the Cabinda Nation. This is what we want.



Appeal to the Neighbouring Countries

The instability that exists in Cabinda has always had negative repercussions over the neighbouring countries. The current Angolan politics, in the region, with major emphasis in the defence and security sectors, stem, precisely from the conflict in Cabinda. We, therefore, strongly believe to be in the best interest of our neighbours, with whom we share not only a common border, but also the same culture, the definite pacification of Cabinda. We, therefore, appeal to the governments of the two countries (DRC and Congo Brazzaville) to understand our drama and set forth, with courage, diplomatic mechanisms, with the Angolan government for a just and dignifying solution of the Cabinda Issue.



Conclusion

The present initiative tends to open room for a new approach of the Cabinda conflict. It seeks to bring new understandings through a new capacity of dialog that will lead us to a solution. This solution must meet the most legitimate aspirations of the Cabinda Nation, safeguarding a future of cooperation, with reciprocity of advantages.

We want to construct a future free of traumas, violence and hatred, accumulated during all these long years of conflict between Angolans and Cabindans.

Therefore, HERE WE ARE, to attest that our signatures represent the will of the People-that-we are.

Introduction

Notre identitй en tant que Nation a йtй marquйe, au cours de ces trois derniиres dйcennies, par une profonde crise. Ce constat dйcoule des adversitйs historiques et politiques vйcues par son peuple. Les mкmes vicissitudes ont eu le mйrite de faire germer une conscience identitaire plus solide, laquelle est devenu le humus de tout notre processus dйmancipation politique. Pendant plus de trente ans, on nous a imposй la loi de lhumiliation, de la dйportation, du musellement, du fouet, des mauvais traitements et dune nйgation insistante et persistante de notre кtre en tant que Peuple et en tant que Nation.

Nous, les signataires de ce Manifeste, nous le faisons avec un esprit de fidйlitй а la terre (espace commun), а lhistoire (mйmoire collective) et а lidentitй (visage spйcifique). Cette rйalitй tripartite, qui nous agrиge, dйpasse les aspects purement visibles. Cest pourquoi, notre mission est celle de mettre au service de cette noble cause tout notre capital intellectuel et affectif.

A cet effet, nous apportons au monde, de faзon claire et non йquivoque, la volontй et la dйtermination qui nous animent en ce moment dйcisif de notre Histoire.



Qui sommes-nous ?

Le Traitй de Simulambuco est venu cimenter les traits ethnico culturels de notre identitй en tant que Nation. Celle-ci a йtй reconnue comme une entitй sui juris par les puissances coloniales. LHistoire latteste. Par consйquent, nous nous affirmons comme hйritiers lйgitimes des Royaumes de Ngoyo, Kakongo et Loango, qui existaient trиs avant larrivйe des Europйens. En tйmoigne ce qui est disposй а larticle 1er, nє 2 de la constitution portugaise de 1933, clairement exprimй sur la carte prй figurative de lAfrique de lOUA, de 1965, oщ il est repris sous le nє 39, et celui de la Sociйtй des Nations (SDN), de 1917, pour ne citer que ceux-ci. Par ailleurs, les dйmarches pour lindйpendance des deux territoires (lAngola et le Cabinda) ont йtй menйes sйparйment. Dans ce contexte, le Cabinda est une entitй nettement sйparй de lAngola, gйographiquement et historiquement. Prйtendre le contraire, cest fausser la vйritй historique. Celle-ci ne trompe pas.



Notre condition

Des situations historiques, imprйgnйes dune injustice criante, ont intйgrй le Cabinda dans lAngola. Cela nest arrivй quen 1956, par des motifs simplement administratifs, а linstar dautres puissances coloniales (v.g. la Belgique). Notre calvaire commence ici. Une dйcolonisation honteuse a fait du Cabinda une offre, une monnaie dйchange et une victime de plus dun communisme dйracinй, dйpassй, placй en dehors du contexte, pseudo

humaniste, sous la cape dun internationalisme. On a instaurй un rйgime typiquement colonialiste qui persiste а nier notre identitй sous toutes ses formes. De temps en temps, il recycle, renouvelle et innove ses instruments de persйcution, torture et machination politique avec des clйmences, des amnisties, des intйgrationnismes, des mйmorandums, et cetera, enveloppйs dans une couverture de faussetй.

En consйquence, la guerre continue а sacrifier inutilement des enfants Angolais et Cabindais. Il importe dйclairer lopinion publique que la guerre au Cabinda nest pas fratricide, mais plutфt doccupation. Elle charrie un rosaire datrocitйs, de morts et darbitraires, empкchant les populations rurales de mener une vie normale et rendant les gens des йtrangers sur leur propre terre.

Dans ce contexte de domination coloniale, des phйnomиnes comme lostracisme et la misиre ny sont pas йtranges ; de mкme que la spoliation systйmatique et effrйnйe des ressources naturelles, surtout le pйtrole, la mиre de notre malheur. Celui-ci est devenu plus important que le peuple auquel il appartient. Cest pourquoi, il dйtermine :

a)les politiques dappauvrissement : Malongo est un antre dinjustice, marginalisation et racisme ;

b)les politiques de dйsertification humaine et йconomique (des transferts forcйs de cadres Cabindais vers Luanda) ;

c)les politiques dusurpation, collusion et insensibilitй devant la souffrance du Peuple Cabindais ;

d)les politiques de soudoiement et de fausses nйgociations : les pйtrodollars servent а tout : ce qui importe, ce sont les dividendes politiques ;

e)la prйsence de sociйtйs et de banques incapables de laisser une trace des sommes faramineuses quelles encaissent avec des projets de facturation douteuse et des salaires de misиre quelles payent aux Cabindais.



Ce que nous Refusons

Les signataires de ce Manifeste se dйclarent ouvertement opposйs :

а laisser notre destin dans des mains dautrui ;

aux politiques essayйes pour ajourner systйmatiquement la rйsolution du diffйrend entre lAngola et le Cabinda ;

aux tentatives constantes de dйfigurer culturellement le Cabinda avec loffuscation permanente, la nйgation de la langue ibinda et lйlimination, pure et simple, des toponymes autochtones.

а la rйgйnйration de lesprit de la DISA (Direction dInformation et Sйcuritй dAngola) et de ses mйthodes rйpressifs tendant а rйduire

au silence des figures et des personnalitйs qui ne rentrent pas dans son cadre dasservissement,

aux manoeuvres de division au sein de la Nation Cabindaise,

а la restriction des libertйs fondamentales.



Ce que nous Exigeons

Cent vingt-deux ans sont passйs pendant lesquels les Portugais et, а leur suite, les Angolais ont manifestй lincapacitй dinterprйter, objectivement, la lйgitime aspiration de la Nation Cabindaise а lautodйtermination. Des indйpendances rйcentes aussi bien en Europe quen Afrique ont mis а la surface une vйritй irrйfutable : la libertй est valable pour toutes les nations qui aspirent а elle. Cest pourquoi, sont injustes des йpithиtes ridicules et disproportionnйs tels que sйparatistes, indйpendantistes, etc. alors que nous sommes dans un contexte dannexion manu militari.

Nous, les signataires du prйsent Manifeste, compte tenu de tout ce qui prйcиde, aprиs une rйflexion profonde et mыrie sur le moment historico politique actuel, auquel on insiste а fausser lobjet primaire de nos revendications, exigeons, avec tout le poids de la responsabilitй historique qui pиse sur nos йpaules, ce qui suit :

a)- la reconnaissance non йquivoque de lunique objet des revendications de la Nation Cabindaise : notre autodйtermination, car lhomme nunit pas ce que Dieu a sйparй (D. Franklin da Costa, cf. in SIC Notнcias).

b)- la crйation dun cadre politique propice а un dialogue sincиre et inclusif avec les reprйsentants lйgitimes de la Nation Cabindaise.

c)- la fin du climat de rйpression politique et policiиre au Cabinda.

d)- le respect scrupuleux de notre dignitй en tant que personnes ayant droit а la vie, а la libertй (de pensйe, dexpression, de manifestation, dopinion, etc.).

e)- la fin de la guerre doccupation et louverture de la voie conduisant а une paix vйritable et durable.

f)- un nouveau climat de convivialitй dans le respect mutuel entre Cabindais et Angolais.



Appel aux Partis politiques angolais et а la Sociйtй civile

La destinйe du Peuple Cabindais est aussi votre responsabilitй. Lavenir du Cabinda pourra кtre, pour vous, un motif de fiertй ou de honte. De fiertй, si vous йtiez capables daider а construire, dans ce territoire, un avenir de vйritable paix et de dignitй fraternelle ; de honte, si le sentiment dimposition de solutions humiliantes et de subjugation de ce Peuple frиre au nom dhйgйmonies absurdes et dйgoпsmes de domination persistait. Sur vos йpaules pиse aussi lerreur historique commis а Alvor , en 1975, laquelle a produit les accords de triste mйmoire, qui sont morts en tout, sauf en ce qui concernait lannexion du Cabinda.

Nous reconnaissons que votre action est dйjа quelque peu notoire, mais il faut plus dengagement, plus de participation, plus de persistance, plus de frontalitй et mкme plus de vйritй. Plus que le pйtrole, qui incite aux ambitions, combien de fois dйmesurйes, au Cabinda il y a un peuple avec son histoire, sa culture et ses spйcificitйs. Donc, ne permettez pas que lHistoire et les gйnйrations а venir vous jugent et condamnent pour des options mal faites et des dйcisions dйlibйrйment mal prises.



Appel а lЙglise

LЙglise a un rфle historique indйniable dans la rйsolution du conflit du Cabinda. En tйmoigne loption pour la justice, pour la protection des plus faibles et opprimйs. Depuis les premiers moments, lЙglise au Cabinda sest assumйe comme prophйtique. Doщ les persйcutions menйes contre les clercs autochtones, pendant ladministration coloniale et loption pour lexil, а cфtй du Peuple. Celle-ci a su prendre une posture frontale contre lidйologie marxiste-lйniniste, dйfiant les autoritйs politiques contraires а la propagation de la foi chrйtienne. Et а la suite de la mкme tradition, une nouvelle gйnйration de prкtres et de pasteurs a adoptй, avec authenticitй йvangйlique, sa mission au sein du Peuple, dйnonзant les injustices.

Cest cette Йglise que nous voulons. Fidиle а ses traditions, libre de compromissions politiques et entiиrement tournйe vers ses brebis.



Appel а la Communautй internationale

La communautй internationale joue un rфle crucial dans la prйvention et la rйsolution des conflits entre les peuples et les Йtats. En dйpit dune certaine inefficacitй, elle est, aujourdhui, plus que jamais, indispensable а la paix mondiale et la stabilitй internationale.

Dans ce contexte, les Gouvernements avec des intйrкts au Cabinda doivent comprendre que notre territoire nest pas que le pйtrole. Cest avant et au dessus de tout un Peuple, ayant droit а la vie et а la jouissance de ses ressources naturelles.

Aujourdhui, le partage forcenй de cette parcelle de terre que Dieu nos a donnйe par des intйrкts йconomiques йtrangers va de pair avec le mйpris de nos vies et de nos aspirations. Dun oeil, ils assistent quotidiennement а notre mort, alors que de lautre ils amassent des fortunes quils amиnent en йchange de rien. Serait-ce quils nont pas un minimum de sensibilitй ?

Nous faisons un appel aux Nations Unies, а lUnion africaine et а lUnion europйenne, pour quelles adoptent, avec humanitй et responsabilitй,les mйcanismes politico diplomatiques visant а ouvrir la voie а lйmancipation dйfinitive de la Nation Cabindaise. Cest cela que nous attendons.



Appel aux Pays circonvoisins

Linstabilitй vйcue au Cabinda a toujours eu des rйpercussions nйgatives dans les pays voisins. La politique angolaise actuelle dans la rйgion, avec plus daccent sur le secteur de la dйfense et de la sйcuritй dйcoule, justement, du conflit au Cabinda. Par consйquent, nous croyons quil est de lintйrкt de nos voisins, avec lesquels nous partageons non seulement une frontiиre commune, mais aussi la mкme culture, la pacification dйfinitive du Cabinda.

Cest pourquoi, nous lanзons un appel aux gouvernements des deux pays pour quils comprennent notre drame et йtablissent, avec courage, les mйcanismes diplomatiques auprиs du gouvernement angolais pour une solution juste et digne de la question Cabindaise.



Conclusion

Cette initiative tend а louverture dun espace pour un nouvel abordage du conflit du Cabinda. Il vise la recherche dautres ententes qui passent par une nouvelle capacitй de dialogue qui nous conduise а une solution. Celle-ci doit satisfaire les aspirations les plus authentiques de la Nation Cabindaise, sauvegardant un avenir de coopйration, avec la rйciprocitй des avantages.

Nous voulons bвtir un avenir libre des traumatismes, violence et rancoeurs cumulйs au cours de ces longues annйes de conflit angolo-cabindais. Pour cela, NOUS Y SOMMES, pour attester que nos signatures reprйsentent la volontй du Peuple que nous sommes.
