Keep away police from politics and make them accountable sign now

Honorable President and Prime Minister,

As a responsible citizen of India many times from my childhood I felt am I been Prime Minister I have done this thing that thing I may not become PM but being citizen of India I can expect to get responsible reply for my questions from PM of India.
Is it so difficult for a prime minister of a democratic country to make simple amendments in the law to curb corruption and make the system more accountable? If it is very much difficult for the country head how about a normal person like me? How can I control it? A fortnight back I have attended convocation ceremony of Banaras Hindu University, Varanasi where I am a Ph.D. student from faculty of Science. While addressing the students about corruption in the society he told that you students go tell your parents not to be corrupt. Being President of India (a person at highest position in the country) if you say you cannot do any thing to prevent corruption in the society and telling students who are dependent on their parents to ask their parents not to corrupt I felt very much shameful to here those words from you. You high profile leaders has never gone to grass root level people then how can you now what a normal citizen of India expecting from you
I felt police department of the country is the most corrupt which should be very own backbone of the country security. The government of India has never made any major reform to make home department more accountable, why because of political gains? Law is equivalent to all in the nation as per the books, but as a citizen of India I never felt in my mind. This is due to lack of sincerity from the ministers and political leaders and more of selfishness of politicians, which is very much, clear from the MPLAD scam and money for a question.

Here are my point wise questions about reforms in police department
1. For selecting a person in the police department specially at the lowest level who has more interaction with public is physical fitness is enough? Do you think with just physical fitness he will do his duty sincerely?

2. Unlawful detention (with out FRI) of a person by police is most common thing happening in India can't the government can make any law to prevent this?

3. Is there any accountability for encounters in the system? If a police kills all the criminals what for courts are there? It is given that a police cannot shoot a criminal above the knee but I never heard it has happened ever in the past. Can't you make police accountable in this regard?

4. I felt at present 75\% of Indians has only fear of police but not any respect to them.

5. Police will arrest a person for any sort of illegal activity but if a police personal does it they start departmental enquiry, at the most suspension for a brief period that under public pressure. Are they immune to the law?

6. I feel like punishment should not be equal to all It should be more stringent to politicians ( if a leader is criminal he should be punished more stringently) and for a police personal ( If a protector of countryman become criminal he should be punished more stringently) I feel this will really make a great change for the well-being of the country

7. Many youngsters like me are loosing faith on the judiciary system and even on the constitution.
