DULLES RAIL PETITIONI SUPPORT THE CURRENT PLAN

The Dulles rail promotion has been mooted about since its $150 million cost was deemed excessive when the Airport was opened. The cost has now ballooned to $5 billion, with another $1 billion imputed cost to support its chronic deficits.

Building Dulles Rail will NOT reduce congestion on the Toll Road, the Beltway, or any surrounding highway. That conclusion is undisputed from study after study over the past five years.

Based on a comparison of tolls on the Greenway and the proposed HOT lanes on the Beltway, it will cost around $10 one way to support the financing costs proposed for the rail project. In addition, consuming the rail right of way will mean that no upgrades to Interstate/federal standards will occur on the existing Toll Road, which suffers from noncompliant lane width, inadequate shoulders, and an absence of incident management. The Inner lanes are also noncompliant, and cannot be modernized under existing plans.

The Rail scheme is being planned with only parking garages at Wiehle Avenue (2200 spaces), transforming the heart of Reston into a rail depot, and 500 spaces in Tysons with an ugly overhead configurate. We know from decades of experience with Metrorail that outside the core, this is totally inadequate parking to drive enough demand to make the project worthwhile. And no where in the world has elevated construction been associated with any quality redevelopment.

In fact, it would be cheaper to buy a new Rolls Royce for each new rider Dulles Rail will attract! The total cost per ride for a new rider is about $100New York Air provides helicopter access to Manhattan from Newark and LaGuardia for that money.

Why has this silly scheme gotten as far as it has? Look to the money. Over $500 million in fees are budgeted to be passed out to supporters during the life of this project. That compares with about $50 million going to similar costs on the Inter County Connector highway in Maryland, a project budgeted at $2.2 billion.

One reason Dulles Rail is so far over budget, is that it is reqiored to be built under Davis-Baconthis is a right to work state!

One thing is for surewith Dulles Rail, there will be an expensive train system built, even though it is projected, to have less patronage at the airport than the least used of all the current stationsand this is in 2030!

If you still think that trains are a neat idea, and are prepared to pay your share, this is your opportunity to state your opinion.
