Gold Ridge Neighborhood Park Initiative

The History of our Proposed Park:

Those who have purchased homes in the Gold Ridge Sub-Division werepromised by the builders/developers (Schuler, Western Pacific, TimLewis, Richmond American and DR Horton) a 7+ acre park.

When I purchased my home in 2002, my son was 2 years old. Like most newhome-owners, I was excited about a park being built for my children andfamily to enjoy. So why does the writer of this petition not have aPark for his 7 year old to play in?

The Background:

The land for the park was donated by the Developer, Mr. Frank AndrewsJr. of Andrews, Lando and Associates. Mr. Andrews has managed the firstfour phases of Gold Ridge, a 1,300 home project. The City of Fairfieldhas $2.2 million dollars in a set-aside account to design & buildthe Gold Ridge Park. The City has agreed to help us form a citizenscommittee this year to design our park according to the needs andwishes of the Gold Ridge community. Planning for this park willprobably take 6 to 9 months. The initial funding for the design andbuilding of the park is slated for release in July 2007, withconstruction completed in 2008.

So Whats The Problem?

When the city gave permission for developers to build in our area 10years ago; they did not anticipate a General Fund shortage. The city ofFairfield no longer has tax dollars to maintain new parks. Oursub-division and two others in Fairfield are in the same situation.Without the tax revenue for the maintenance, our park will not bebuilt.

So What Happens Now?

The Solution:Gold Ridge Homeowners will have the opportunity to vote to form aCommunity Facilities District.This is a special Tax District referred to as a CFD.The bottom line: If we dont tax ourselves for park maintenance, ourpark will not be built!The cost to maintain a 7+ Acre park will depend on what we decide tobuild. Preliminary cost estimates are $80,000 to $100,000 per year. Thecost will be about $70-$100 per year per homeowner. (About 2 StarbucksLattйs per month!)

So What Is The Next Step?

The City of Fairfield will send a ballot out to each homeowner in GoldRidge giving them the opportunity to vote YES or NO on forming the TaxDistrict to self-tax ourselves for our park maintenance. If you voteNO, then the park will never get built.

Before the City sends out the ballot, they have requested that weself-ballot to determine the interest level for forming the CFD.

The City does not want to spend the money on balloting unless we canshow them that we are willing to self-tax ourselves to maintain ourpark.

Currently our children are playing in the streets and medians. Even ifyou dont have children, a park will increase the desirability andvalue of your home! So please sign YES on our Petition!

Let the City know that we are willing to tax ourselves a few dollars amonth so our children and families have a safe place to play andexercise. Thank you for your support in getting our neighborhood parkbuilt.
