Petition for the legislation of a Freedom of Information Act (FOIA) in African countries

To: The President of the African Union (AU)
All African head of states
All African parliaments
The Summit of the 8 most industrialized countries (G8)

Dear Sirs, Madams

As the Group of the 8 most industrialized nations is working on a historical deal on Africa and poverty campaigners call on the cancellation of its debt, the doubling of development aid, fair trade, it is of utmost importance that good governance follows in Africa.

Considering that without good governance any effort will be vain, considering that corruption is one of the evils plaguing the continent and that trust should be put on fair institutions not individuals, we urge all African leaders (governments and parliaments) to enact a Freedom of Information Act and the G8 countries to tie its implementation to any decision taken in Gleneagles.

A Freedom of Information Act is one of the guarantees that accountability and transparency, two essential principles of good governance will be enforced, that citizens of Africa, of donors countries, NGOs and foreign institutions will see exactly how funds are managed and good leaders cleared of any suspicion.

It is a concrete, practical and cheap measure. It doesnt require a superstructure and could be handled within existing structures of communication. A fee could even be charged on any request fielded by an individual as exemplified in some countries. Last but not least, it will give an impetus to the implementation of NTICs (New Technologies of Information and Communication) and e-governance, a sector where Africa lags behind.

This petition will be sent to G8 leaders and to the Nigerian High-Commissioner in London, the country currently presiding over the African Union. Please go to www.petitiononline.com and sign it now for us to be able to handle it on time. Distribute the email as widely as possible.
