A petition of the international community urging Thailand to release Lu Decheng and Zhao Wendong to safe harbor -- they are NOT to be deported back to China!

Lu Decheng and Zhao Wendong were detained in Bangkok, Thailand on December 12, 2004 and sentenced to 55 days in jail on the charge of entering Thailand illegally, despite having applied for refugee status at the Thailand office of the United Nations High Commission for Refugees. After the two dissidents have served their sentences, Thai officials have indicated plans to deport them back to China, where they will be subject to political persecution.

In 1989, Lu Decheng threw paint and eggs on the portrait of Mao Zedong which hangs in Tiananmen Square. He was imprisoned for this act of dissidence, and escaped to Thailand in November 2004. Lu Decheng and Zhao Wendong should not be treated as criminals, but welcomed as men of conscience and courage who used nonviolent means to protest one of the most brutal and oppressive totalitarian governments in history.

The Tiananmen Square crackdown has been universally condemned. China's government has been recognized for its brutality in the Guinness Book of World Records, and remains on the human rights reports of the U.S. State Department and organizations such as Amnesty International and Human Rights Watch.

We call upon Thailand's government to do the right thing and either provide shelter to these two dissidents or send them to a nation that will ensure their safety. They must not be deported back to China. The government should also respect the application for UNHCR refugee status and release these men from jail.

Thailand is proud of its history and culture as a free nation. Even the name 'Thai' means free. Thailand must continue to support freedom in this new century. The Thai people are well aware of the problems that Communism and totalitarianism have caused in neighboring countries. But to continue as a free nation absolutely requires sticking with the principles of freedom and justice. Will Thailand stand strong in the way of freedom, democracy, and human rights, or will unjust demands of totalitarian governments be honored when there are political and economic pressures?

No matter how high up a request may be issued, actions should be based on justice. Recognized as one of the freest and most influential nations in Southeast Asia, Thailand's actions will have a crucial regional effect and example as progress and the struggle for rights continue throughout Asia. We of the community request the immediate release and safe harbor of these dissidents.
