维护民间议政、推广独立广播---声援"爱FM"联署书 The Mic Is On, The Citizens Must Not be Silenced sign now

国营华语电台爱FM的"爱开麦无障碍"突然被勒令在7月3日改组,而在该节目命运未卜之际,听众call in 与评论人连线讨论时事环节却在6月26日提早结束,这证明所谓的改组实际已意味着停播,事件令人震惊。这是继2005年10月"哗FM"关台而导致"下班红绿灯"时事广播停播以来,再有中文时事节目因外在事故而停播。

我们来自五湖四海,如今因为崇尚言论自由,热爱多元文化而走在一起,希望就此表达反对当局粗暴地勒令停播"爱开麦无障碍",并希望看到"爱开麦无障碍"继续为民间提供说话管道,让民众自由无畏讨论社会议题的精神发扬光大。

"爱开麦无障碍"发生事故后,就不再"开麦",只是重播过去的精彩录音。6月27日早上节目尾声,主持人芷珊播出了《沉默是金》,这个曲子听在我们耳里格外伤感。我们不希望这样这个让民众畅所欲言的管道,竟然会因为上头一声通令就被噤声。

传言这次节目停播是为因为触犯言论禁忌,然而当局至今仍未空开说明节目停播的原因,也没有交待节目未来的命运,我们认为这是不符合民主政治的透明化原则的。另外,我们相信执政者听从人民所真话的意愿是真诚的,但是我们要的不是口头上的宣誓,而是真诚地落实改革,保障人民说话的权利。

我们相信只有自由交流,人民的智慧和文化才能提升,而社会弊病以及政府诸多问题唯有公开面对,才能根除。当政者最忌讳的就是忽略民意,高扬政党或个人的利益与权势,而这些背反民意之徒,最终都会被人民所唾弃。

马来西亚广播业广播业与平面媒体面对许多政治困境,生存与发展空间大受限制,我们也借此表明,希望朝野政党共同推动废除《传播与多媒体法令》、《印刷与出版法令》、《官方机密法令》等钳制媒体自由的恶法,让私营广电事业自由竞争发展,并督促国营电台、电视台走向公共广电模式发展,成立独立的遴选委员会,以维持独立性与公共性。

我们简述具体诉求如下:

1、要求新闻部长公开解释"爱开麦无障碍"被勒令改组或停播的原因,以及说明该节目未来之命运;同时并呼吁其立即撤回勒令改组或停播之决定。

2.要求首相落实听人民说真话誓言,把这良好意愿反映在政府的具体政策当中,停止压制媒体行动。

3.呼吁所有朝野政党议员在国会推动设立专司言论自由与新闻自由特选委员,讨论推动保障言论自由、新闻自由之立法,废除不良的法律。


The Mic Is On, The Citizens Must Not be Silenced
――A petition to keep Ai FMs Call-In Programme


We are shocked to learn that the popular call-in programme The Mic Is On, With Love, Without Obstacles on the state-run radio station Ai FM (in Chinese) has been ordered for re-organization, effectively its termination, on July 3. The phone-in session where the callers and the DJ discuss current issues has already been terminated since June 26th. This is the second call-in programme (in Chinese) being terminated within a year, the first being Traffic Light After Work in WA-FM when the private station went off air last October.

As the audience of Ai FM, in the love of free speech and pluralism, we express our love and support for the programme, hoping to see that the mic is (still) on, to provide a channel for citizens to freely and fearlessly discuss matters that concern them. The spirit of public discussion and debate must be kept alive.

Now that the mic is off, the programme has been playing only the interesting slots from the past. On the 27th June morning, the DJ played the song silence is golden, and we all shared the sorrow. A channel where ordinary citizens can speak freely must not be closed by an order from above.

Rumuor has it that the programme is terminated for it has touched on taboo issues, but the Authority has publicly explained neither its decision nor the programmes future. This is completely against the principle of transparency so essential to democracy. We would like to believe that the Government sincerely wishes to listen to the truth from the people but such wishes must translate into genuine reforms. For the very least, the citizens right to speak up must be protected.

Only through free exchange of ideas and information, the peoples wisdom and culture may flourish. Only when the problems and ills in the society and government are bravely confronted, can they be overcome. Politicians must not ignore public opinion for it will only lead to the attrition and eventual collapse of public support.

Malaysias broadcasting and printed media operate under tremendous political pressure and with limited breathing space. It is high time for the ruling coalition and opposition parties to join force for the repeal of the Communications and Multimedia Act, the Printing Presses and Publication Act, the Official Secrets Act and other legislations that stifle media freedom. Private broadcasting outlet must be allow to operate and compete freely, whereas state-run television and radio stations should be transformed to be public institutions free from partisan interest like the BBC. Towards promoting the independence and public character of media, the Parliament must appoint a Select Committee on media laws reform which may embark wide consultation of all stakeholders.

We therefore appeal for the following actions:

1、That the Information Minister to withdraw the decision to terminate or reorganize The Mic Is On and provide an explanation on the development.

2. That the Prime Minister to walk his talk on listening to the people, translate it into substantial policies, and stop all persecution of media outlets and journalists.

3 That parliamentarians from all parties to join force in establishing a Select Committee to discuss matters related to the promotion of expression and information freedoms and reforms of laws restricting them.
