Fix the Ole Miss Parking Problem sign now

Dear Chancellor Jones and the rest of the Ole Miss administration:

We submit this petition to y'all to inform y'all of where the Ole Miss student body stands on an issue that affects all members of our community on a daily basis. We believe that students should come first and foremost in the decision making process of the University. We also believe that the present parking situation on campus is, in the long run, untenable and that action should be taken. We realize that you in the administration are working hard to address this situation, and we submit this proposal to you because we wish to take the values we have learned in the class room - the supremacy of reason, the value of open debate - and use them to enact real world change.

To help alleviate the parking problem on campaign, we would like to petition the administration to set aside 7\% of the annual revenues collected from traffic tickets for a special fund that will be administered by the Office of Campus Sustainability and the Associated Student Body and that will be used solely to promote alternative forms of transportation on the UM campus. Specifically, we would like to apply the funds towards the following 5 goals:

1) A card-swipe bike rental system: Bike sharing will be both the most expensive and most impactful of the goals. We were hoping for something similar to the B-cycle system (bcycle.com) or the bixi system (bixisystem.com). These systems are utilized in progressive communities around the world, and it is time for ours to join them. Finally, we would like to partner with the city of Oxford to create a program with maximal impact.

2) Bicycle lockers for peripheral parking lots and dormitories: Lockers would allow people to store their bikes on campus instead of having to use a bike rack on their cars or having to leave them to withstand the elements. We would position these at the far parking lots, possibly in conjunction with a Green Parking decal (one would get a parking decal for a greatly reduced rate in exchange for being restricted to peripheral lots like that behind Kinard and the MDOT lot past the baseball field, except during times of poor weather where the decal would then revert to a regular commuter pass), and at the residence halls. Lockers could be rented on a semester basis for a small fee that would be used to maintain the lockers.

3) Free OUT rides for students: In an effort to increase transit users and get students immersed in the community, a portion of the funds would be used to subsidize the OUT program so all students can ride for free, or at greatly reduced rates.

4) Map cases, time cards at campus OUT stops, and an maps showing the local bike trails and routes: The question is, why are these not already provided? Students and members of the community are presently not well-informed of OUTs routes and schedules, which we believe is discouraging usage.

5) Bicycle racks on the OUT buses: Bike racks would greatly expand the range of the OUT system by allowing riders to bike to bus stops, mount their bike on the bus, and then take their bike and peddle away at their stop. Other cities have had great success with such efforts, and we believe there would be adequate demand in Oxford.

These 5 measures would both improve our present situation and would help the university work towards its long term goals of making our campus a "walking" campus. Thank you for taking them into consideration.
