Campaign Sponsored by RIPPD (Rights of Incarcerated People with Psychiatric Disabilities) to Bring Democracy to the New York City Council

Resolution



Whereas, the New York City Council is the law-making body of the City of New York and through proportional representation is supposed to represent the interest of all New York City residents.



Whereas, the present City Council is not allowing the fair participation of the residents of New York City in its City Council Hearings.



Whereas, at present the City Council Public Hearings are held in such a way as to minimize the input of the residents of the City of New York and discourages their participation in the issues that concern them and affect their lives



Whereas, the present system of allowing the City Officials to testify at the very beginning of the Hearings, after which they immediately leave, thus precluding those public officials from hearing the demands and complains from the public



Whereas, after the lengthy testimony of the public officials, the next people allowed to testify are the "experts" and other favorites of the City Council bureaucracy, which are given unlimited time to testify, digress and even make jokes at the expense of a waiting public



Whereas, after the "experts" testify, most of the City Council leave leaving only the Chairperson and a couple of Council members at the Hearing



Whereas, after the public officials and the "experts" have testified, finally the public is allowed to testify to an almost empty City Council.



Whereas, when finally the public is allowed to testify to an almost empty City Council, they are only allowed to testify for a maximum of two (2) minutes, thus making their input and effort almost meaningless



Resolved, that in order to bring Democracy to the New York City Council and thus allow its residents to have a meaningful impact in the affairs of their city, the following changes need to be implemented in order to have a fair system in place:



That after one public official testifies, the next one to testify should be someone from the public, and not a pre-chosen "expert". This will be followed by another public official if there is one; to be followed by a member of the public, and so forth. Any public official that testifies must do so with the agreement that he/she must stay until the last person has testified. The "experts" would be considered part of the public and will not get any preference. Everyone except for the public officials will get three (3) minutes to testify. The members of the public (including the "experts") will be chosen on a first come, first served basis or a lottery system.
