Drinking License

This petition proposes that a nation-wide Drinking License be implemented to enforce responsible alcohol consumption and prevent alcohol-related tragedies. This Drinking License would allow all adults, 18 and over, to consume alcohol in a responsible manner.

There is much ado, particularly with college-aged students, about being able to own a house, work full time, get married, buy lottery tickets, serve in the military, vote, and yet are still unable to purchase alcohol. The reason the drinking age ascended to 21 was to reduce the amount of drunk driving accidents. However, as we all know, drunk driving occurs at any and all ages, not just those under 21. This is not a real solution to the problem.

Therefore, I propose we once again lower the drinking age to 18 and also require any adult who wants to purchase and/or consume alcohol to carry a license specifically to do so. To obtain this license, one must take a class on drinking responsibly.

Anyone who receives more than 1 DUI, is the cause of an alcohol-related car accident, or provides alcohol to someone without a drinking license is fined and his or her drinking license is revoked for a lengthy period of time. They will have to repeat their course on responsible drinking to obtain their license once more.

Dangerous binge drinking would be reduced, which is a huge concern amongst colleges. Students under 21 obtain alcohol regardless, and binge drink because they do not know when they will have the chance to drink again. This dangerous habit can result in hospital visits and even fatalities. Students would no longer exhibit signs of forbidden fruit syndrome because their adult rights would not be oppressed. Many 18-20 year olds do want to drink responsibly, but are denied the right to do so.

Those 18 year olds still in high school would still follow their schools policy on sports and alcohol consumption.

This would:
1) Allow all responsible adults to purchase and consume alcohol
2) Drastically reduce the number of drunk driving incidents that occur regardless of age
3) Allow college-aged students to drink in responsible manner and help devalue the college binge drinking culture, which occurs in part because of rebellion to this law.
4) Teach abusers the lesson that fines and jail time do not. Fines are a mere slap on the wrist and do little to discourage law breaking in regards to alcohol. Jail time does little to psychologically alter ones way of thinking. However, completely eliminating the source of the problem by denying access to alcohol would help prevent the problem from recurring and more readily affects ones thinking.

Just because someone is 21 does not mean they are magically capable of making good decisions. All adults should be held responsible for drinking responsibly, and if they cannot, they should not be able to drink. Its time to do something about drunk driving!
