The average American citizen-voter-taxpayer does not have the power to grant themselves a pay raise, neither, do we believe, is it appropriate that Members of Congress should be able to increase their own salary.
We therefore request that the required amount of State Legislatures, or the required number of Members of Congress, sponsor and pass an Amendment to OUR U.S.Constitution, which shall be known as the
"SALARY EQUALIZATION AMENDMENT"(SEA) and read as follows;

"ELECTED OFFICIALS SHALL NOT RECEIVE ANY SALARY, COMPENSATION OR BENEFIT GREATER THAN THE AVERAGE INCOME, COMPENSATION OR BENEFITS OF THE CONSTITUENCY BY WHICH THEY WERE ELECTED.
SUCH AVERAGE SHALL BE DERIVED BY INCLUDING THE SALARIES, COMPENSATIONS AND BENEFITS OF ALL CITIZENS OF LEGAL VOTING AGE IN EACH PARTICULAR ELECTED OFFICIAL'S CONSTITUENCY, WHETHER THE CITIZEN IS EMPLOYED, UNEMPLOYED, DISABLED OR RETIRED."

We further believe that such an amendment would serve to encourage more average citizens to become involved in their own government, resulting in common sense solutions for the everyday problems of everyday people.
In other words, elected officials would get a raise in pay as a direct result of the creation of conditions by which the average citizen's income was increased.
