What it basically says, is summarized in these quotes:
"The court ruled quite simply that any and all samples used must paid for, even if they sound completely different from their original."

"The court stated that the recent federal laws aimed at stopping piracy of recordings applied directly to digital sampling also, slapping any and all artists who use samples in their works in the face with the very laws some of them fought for."

How will music survive this one? We cannot ever again use (voice-)samples from movies, simple oneshot-samples, or any sound from games or programs, unless we've paid royalties for them.

God knows how hard I've fought just to get a hold of someone who could give me permission to do remakes of the "Transport Tycoon Deluxe" PC-game music, with no luck what-so-ever! With people sitting on high with all the decisions, how will new musicians emerge? The industry will be sitting on every penny! Normal people don't have the kind of money it takes to buy such vast amounts of samples, let alone have the time to fight their way to the top-dogs to ask their permission to use a sample from their movie.
This is stupidity at its best, and a serious attack on everyone in the industry who aren't billionaires just yet. It is a poor and rash attempt to gain control, and the people will be outraged across the world.
