Demand for Standard of Care Enforcement Powers to be given to the SF Shelter Monitoring Committee sign now

PETITION TO THE CITY OF SAN FRANCISCO MAYOR AND BOARD OF SUPERVISORS REGARDING PENDING LEGISLATION COMMONLY REFERRED TO AS 'SF HOMELESS SHELTER STANDARDS OF CARE' OR 'SHELTER MINIMUM STANDARDS OF CARE'.

We, the undersigned residents of San Francisco, have come to understand that certain language has been inserted which designates 'HSA' (SF Human Services Agency) to be given 'enforcement powers' instead of the Shelter Monitoring Committee. This is CONTRARY to our will.

While we totally support the 'Minimum Standards of Care' that was a product of the SF Shelter Monitoring Committee's 'Standards of Care' Work Group we DO NOT support giving 'enforcement' powers to HSA.

We trust and believe that the Shelter Monitoring Committee has proven itself to be a proactive, positive group that would act responsibly and reasonably to enforce these new standards of care.

We believe that the HSA (with its long track record of unacceptable contract compliance enforcement efforts and due to its Director, Trent Rohrer's recently demonstrated support of public bias against homeless residents, and lack of creditibilty and integrity, as was proven by his 'staged' 'newspaper story pieces' with SF Chronicle Columnist CW Nevius; that humiliated, villified and put homeless residents at risk) SHOULD NOT be given any enforcement powers, for these new standards of care.

Because we have witnessed the same shelter providers and locations (and often the same shelter staff and supervisors) committing the same acts of neglect and abuse of homeless residents, year after year with little or no change and little or no real 'enforcement', we insist on proper enforcement of these new standards for our own protection and safety.

Under HSA's watch, there has been a substantial lack of continuous and meaningful compliance on the part of some homeless shelter providers that have repeatedly violated existing contractural obligations and various city, state and federal laws and guidelines while HSA was the overseer.

Some of these Shelters do not have meaningful and relevant internal standards or procedures. They often lack reasonable and safe hiring standards. Some of them are filled with friends and family members of supervisors and staff.
Some of them let friends and relatives 'cut in line' ahead of those that have waited weeks and months to get out of the streets and into a shelter.

WE FULLY SUPPORT THE CONTINUING EFFORTS OF THE SF SHELTER MONITORING COMMITTEE BECAUSE WE TRUST THEM AND THEY HAVE PROVEN THEMSELVES WORTHY OF THE PUBLIC'S TRUST.

WE URGE YOU TO MODIFY AND PASS THIS LEGISLATION BACK TO HOW IT WAS ORIGINALLY INTENDED AND CONSTRUCTED BY THE COMMUNITY AND BY THE WORK GROUP ITSELF.

THAT BEING TO GIVE THE SAN FRANCISCO SHELTER MONITORING COMMITTEE FULL ENFORCEMENT POWERS, IN ORDER TO INSURE THAT THERE WILL BE PROPER AND REASONABLE IMPLEMENTATION AND OVERSIGHT OF THESE NEW HOMELESS SHELTER 'MINIMUM STANDARDS OF CARE', FOR THE BENEFIT OF OUR CITY'S RESIDENTS AND THE STAFF THAT LIVE AND WORK INSIDE THESE SHELTERS THAT DESERVE ADEQUATE PROTECTION FROM FUTURE ABUSE, NEGLECT AND HARM.
