Create a Dutchess County "Little Loop" Task Force to enhance our transport sign now

Dutchess County can meet several critical public needs by immediately forming a Little LOOP Task Force to study the feasibility of local shuttle buses, a "little LOOP", that serve Dutchess County towns. This proposed service would supplement the existing LOOP service that covers larger distances. The towns would benefit from smaller, more frequent, local-only shuttle buses.
The towns could enjoy local-only shuttle buses that serve simple transport needs.

The benefits of a little LOOP:
- economic: the high price of gas is likely to become a permanent reality.
- commercial: sustainable commerce: local residents are more likely to keep their purchases to stores in the local area. Small business benefits.
- environmental: Fighting global warming, deeper curbs on car emissions.
- social: the community-building aspect of local residents sharing travel time. Independence for some without driving ability.

The areas the Little LOOP Task Force would study:
- funding: would the costs be borne by a partnership of county funds, town funds, commercial/business support, state grants and usage fees?
- bus features: size, capacity, wheelchair accessible, bicycle racks?
- Run times, hours of operation: Would the small shuttle bus will run continuously during what time frames.
- possible traffic effects: would congestion be reduced?
- usage fee: what amount would riders provide to offset costs? What breaks for seniors and the needy? Bus passes? can we ride buses FREE on Ozone alert Days? Can we develop tax incentives to encourage use of public transportation? a pay-roll deducted bus pass?
- infrastructure requirements: where would shuttle bus storage and maintenance take place? At the local highway department? Would towns build small parking lots, waiting shelters or bike racks at service points?
- public education: managing the public transportation system and ensuring that travelers know their travel options ensures success.
- What assistance can the federal government provide under Section 5311 of the Federal Transit Act, a formula grant program that authorizes both capital and operating assistance grants to public transit systems in areas with populations less than 50,000?

The arguments for more buses are greater now than ever. Some people only own a car for the purpose of doing local shopping. With a little LOOP, some folks may be able to do without a car altogether! How much does it cost to own and operate a car?
