Computer Users' License sign now

We, the undersigned, know how frustrating it can be to have the technical life of a customers computer left in our hands. However, oftentimes we find our jobs made tougher by under-informed users who do not seem to know the fundamentals of computer operation. More often than not, these owners are the ones whose computers we end up having to format, followed by the reinstall of an operating system (mostly Windows). They can be quite argumentative, placing their trust in assumptions about the state of the computers health rather than getting the facts from reputable sources. Very often, they cling to the hope that their data can somehow magically reappear, even after a clean wipe and reinstall.

It is these people that this petition is trying to defend the world from. Users who are blind to the fundamentals of computer usage and internet safety are an extreme danger, as they can unwittingly help support hackers and virus writers by unknowingly passing along viruses and Trojan horses to even the smartest user. We do not wish to alienate those who are not knowledgeable and willing to learn; we are referring to those who are unwilling to pick up a book or go to a night class. Therefore, we make a proposition to the world: we must unite and take the following measures to insure the safety on the internet and the sanity of computer technicians around the globe.

We call for immediate licensing of computer users. The concept is as follows: anyone who is old enough to be able to sit in some sort of chair and use a keyboard and mouse must first go through some sort of computer fundamentals training. There, they will learn how to type, how to use certain mainstream applications and operating systems. This training would of course be divided into age groups: Children (7-11), Teenagers (12-17), Young Adults (18-29), Adults (30-54), and Senior Citizens (55+). (These age groups are simply examples and do not have to be used exactly.) Following training, there will be a test to determine if a person has all of the skills necessary to become a licensed computer, much in a fashion similar to drivers tests. The necessary skills are to be determined by a worldwide committee of computer technicians and adopted by computer repair and sales businesses worldwide. Upon receiving a license, a person will then be able to buy and/or use computer hardware/software/peripherals. This license can be revoked if the user is found violating the fundamentals of computer usage and cannot be reinstated until such time as the user is able to once again prove his or her ability to use a computer safely.

We realize that this may put the computer technical support in jeopardy, and we understand the possible downsides to this proposal. Nevertheless, we stand by this proposal in hopes that it will save both users and technicians a great deal of time and frustration.
