I would like to bring to your attention a problem in the DUMPSTER RENTAL/WASTE REMOVAL industry that is a statewide problem, loaded with inconsistencies and unfair practices. As you may or may not be aware, in order to perform dumpster rental/waste removal service in Florida, not to be confused with residential garbage waste removal service, the basic requirements are a certain level of insurance and workmans compensation coverage, and DOT inspections for all running trucks. These requirements obviously have their validity and justification. Beyond that, as a company proceeds to become eligible to provide its services throughout the Florida area, inconsistencies abound as one researches each county and city. To clarify; some counties and cities, such as Seminole County and Orlando, require franchise agreements which, when it really comes down to it, are policies created by the particular counties and/or cities to double tax and to keep out more competition in the waste removal/dumpster rental companies. Groveland (15\% franchise fee), Seminole County(?), Osceola County (10\% franchise fee), and Orlando ($25.00 per dumpster pull) are just a few of the cities/counties that follow these practices of franchise fee/taxation. Upon further investigation, there are even cities that do not allow their citizens to have a choice when it comes to dumpster rental companies, again not to be confused with residential waste removal services, for example in Eustis , Lake County. In Eustis, if residents want to rent a dumpster to renovate or clean out their garage, for instance, they HAVE to use Waste Management for that service, regardless of whether another company may have better pricing. This practice seems to violate some laws when it comes to fair competition in business. Upon further investigation, there are even counties that request a performance bond for dumpster rental companies to do business in their counties; Osceola County, for example. I dont understand the requirement for a performance bond for dumpster rental companies; we deliver a dumpster, the customer fills it with the pre-approved materials, and we remove it. Why is a performance bond needed for this service? No other delivery contractor is required to do this, I could understand if there was a contract with the county, however Osceola County is requiring a performance bond simply for a waste removal company to be able to perform these services for anyone in Osceola County, not for specific projects with Osceola County. Yet there is no performance bond required in building a house. Why is this even need . We suspect that the big waste removal companies are getting the local politicians to keep out the competition. I am asking you to look into this situation and ultimately create a system of requirements for WASTE REMOVAL/DUMPSTER RENTAL companies that all have to abide by in every county and city. I am asking you to create a set of bylaws that are consistent across the State of Florida that allows every business owner big and small the same equality when competing for their share of the business market. Please, Mr. Crist, consider my request for the sake of small business in Florida. OPEN THE MARKET.

An open market will mean better prices for the Florida consumer. And more tax dollars for state and local government.
