Cinnabar Theater Needs TOT Funds to Survive sign now

The Transient Occupancy Tax (TOT) sub-committee of the Petaluma City Council has indicated that it plans to reduce funding to Cinnabar Theater from its original $70,000 level to $25,000 after already reducing last year's funding to $60,000. Their reason? Cinnabar's traditional fund-raising event, the Chili Cook-off, raised an extra $10,000 this year.

This is looking-glass logic because:

The cook-off has been an annual event for 8 years, and was never a factor in TOT funding before.

The cook-off raises funds specifically for children's scholarships and cannot be used for publicity (to which TOT funding is specifically directed).

It is the purpose of TOT funds to support non-profit community organizations in Petaluma.

Many of us were at the meeting last year, when hundreds of citizens showed up to express concerns at TOT funding cuts. We are here again to remind our representatives of what we expect from our government. One thing we would like is more information on the money collected in TOT funds this year. In previous years, this was made available to all recipients, but this year it was not. Lets have an informed discussion of what funds are available and how they should be allocated.

Cinnabar is a world-class theater that contributes in every way to the well-being of the town. It attracts visitors, enhances the reputation of the city, provides a safe, constructive, educational environment for children and youth, trains the performers and audiences of tomorrow, and serves the audiences of today. Works commissioned by Cinnabar have won awards in New York and Los Angeles. Cinnabar received multiple awards for best musical performance from the Bay Area Critics Association last year that alone means that influential people visited Petaluma last year specifically because of Cinnabar!

While Cinnabar has done strenuous work to ensure diversified funding (last year winning a first-time grant from the Hewlett Foundation for theater in the North Bay, and this year attracting funds from an East Coast foundation), some of these outside grantors will not support an organization that does not have significant local support. It takes decades to build a program like Cinnabar, and a simple slash of the pen to destroy it.

We, the undersigned, believe strongly that Cinnabar and the other recipients of TOT funds receive their full fair share of the funds, equal at least to last years reduced allotments.
