Dear sir, dear madam.
We, the undersigned, would like to show concern about the EU strategy on greenhouse gas emissions reductions of the traffic sector. We believe that the strategy does not meet the objective to reduce greenhouse gas emissions but will be counterproductive for environment and society by distortion of the commodity market with devastating consequences.
As prescribed in the EU directive 2009/28/EG, all EU member states are bound to increase the share of renewable energies in the traffic sector to at least 10\% by 2020. Furthermore, by increasing the share of biofuels, a 10\% reduction of greenhouse gas emissions from fuel have to be achieved (EU guideline 2009/30/EG).
Increasing the rate of biofuels is not a suitable tool to meet the envisaged greenhouse gas reduction! Up to now, insufficient sustainability criteria (article 7b EU guideline 2009/30/EG) do not explicitly forbid indirect land use changes as can be expected by growing demand for biomass. Growing demand will act like an incentive for a shift from food production to biomass production on agricultural land. As a consequence, pressure on natural ecosystems such as rainforests or peatlands will rise. Therefore, increasing the shares of biofuel will indirectly induce conversion of natural ecosystems to agricultural land. Such indirect land use changes have serious negative and irreversible impacts on biodiversity, carbon reservoirs such as primary forests and peatlands, thus contributing further to global climate change and will moreover have socioeconomic effects such as intensifying world hunger (food vs fuel conflict).
Unless the criteria to ensure sustainability by excluding indirect land use changes is not provided and guaranteed, we ask for revision of the EU strategy (EU directive 2009/30/EG). Furthermore, the EU directive 2009/28/EG could be improved considerably by more explicit prescriptions to increase the share of electro mobility (using electricity from renewable energies) in the traffic sector of the EU member states and the production of economical cars.
