California Lotto/Lottery reform sign now











I have just been watching Chairman Commitee Meetings on Cable regarding the type of gang intervention we have here in California, for prevention of gang violence and membership. From what I could gather, a big part of the problem is the low income family and their housing in which they are being bred in. Now, I realize we have a tax problem and we have been cutting funds from schools, in some areas, and we have even proposed to take from the Indian Gameing profits to increase our tax portfolio, which is wrong due to a treaty we made with the tribes decades ago. However, what we have done in recent decades is start a Lotto/Lottery, with the promise that a percentage of the income go to the schools. What is the percentage? I believe it is 1\% to 3\%. What in the world is that? Just another deception we fell for when the rally for a state lottery began. We have had some improvements to schools but not enough. And though we have been working on gang prevention, too many citizens don't realize persacusion is not the only answer.. More intervention is needed. What I would like to know is what happens to the other half of the lotto money that winners decline so they can receive a lump sum from their winnings? Not to mention the rest of the profit after the schools get their cut? Isn't there anybody out there that cares about this issue? Schwartzenager is looking for ways to increase tax revenue without increasing tax's and he promised not to touch the schools. He seems to be looking everywhere but in the very obvious... The Lotto. How about changes to the lotto that gives more chances to win if part of the winnings, by individuals, are contributed towards the state in which they played. The idea of there being an increased chance to win small and more often instead of making it so hard to win one large lump sum, may be appealing to many and many more may play. I would be one of those people. I don't play at all because I only voted for it for the schools sake, I believed it to be at a higher percentage than they are receiving. If I knew I had a higher chance to win free money and even have some of that money directed towards Prevention of Gang Violence, School Teachers and smaller classrooms, I would play. Is there something we can do to get something like this on the ballot or is that too far fetched and too easy of a solution to even consider? I would at least like to put this into the publics minds if they have not thought of this change already.

P.S. I would like to clarify once more. The lotto was changed from seperating the Wednsday and Saturday nights winnings to combining the days, and then throwing a twist to it by offering half of the total winnings in one lump sum, forfitting the other half. Having the ability to make this change, surely we can make another, yet, positive change that would benefit the whole state. What a fantastic way to avoid major tax increase and avoid removing more school programs.
