Bylaw proposal 62: Make plenaries more fun! :D

Proposed by:
Ninke & Gabriela

Original Consitutions and Bylaws:
To add new bylaw

Proposed changes to the Consitutions and Bylaws:
3.10. Point of fun
3.10.1. A point of fun shall be made for a moment of relaxation during plenaries by anyone present.
3.10.2. A point of fun shall take precedence over all other terms of address (even point of order) to the Chair and shall require the chair inmediately to allow the delegate to make his/her point of fun.
if they feel the need for it.
3.10.3. In the event of any delegate using the point of fun is not making two third mayority of the people present laugh, he/she will be obliged to take off a piece of clothing.

Explanation:
Plenaries are frequently thought to be boring. We think it is really important that everyone feels at ease during the plenaries and we would like to stimulate a pleasant atmosphere. We think this is in the best interest of IFMSA to have a laugh every once in a while as it is proven that laughing causes the secretion of adrenaline and endorfines which enlarges the creativity and imagination of people. It's also as a massage because the muscles of the cervical backbone get relaxed. At last, it is also proven to fight depression.
