APPEAL FOR AN INCLUSIVE, PARTICIPATORY AND DEMOCRATIC MEDITERRANEAN AND BLACK SEA UNION sign now

Persuaded that the Mediterranean and also the Black Sea, cradle of both culture and civility have to recover their own role as a region of peace, prosperity and tolerance, the members of the FISPMED scientific committee, the 225 partner-associates, and the undersigned European and National parliamentarians and the citizens of the Mediterranean-Black Sea share the guidelines of the Union for the Mediterranean project. The Union for the Mediterranean intends to gather Europe and Africa around the seaside countries of the Mediterranean, and to create an egalitarian partnership among the countries of the Mediterranean basin.
Believing that the added value of the Union for the Mediterranean and the Black Sea is going to consist, in the first place, in the economic impulse that it will provide to Mediterranean cooperation and civil society, firms, local entities, associations and NGO’s mobility, promoting civil society involvement into the appropriate institutional structure of the Union for the Mediterranean, especially thanks to mechanisms that grant consultation to civil society about the choice, the actions and the monitoring of the projects;
The Union for the Mediterranean-Black Sea will be the heart and the engine of the cooperation in the Mediterranean-Black Sea and for the Mediterranean Black Sea. It will make more clear and visible the actions developed by the institutions in favour of the Mediterranean-Black Sea. The Union will have to be founded on the principles of cooperation, inclusion, participation and democracy.
The principles and organization of the Union for the Mediterranean and the Black Sea will have to set the objective of working an approach based on concrete projects and on the recognition of a part of destiny common to all the seaside countries in this basin and the European Union.

The development of democracy, one of the Euro Mediterranean Partnership’s main objectives, has to be reached by the promotion of political reforms with the support of the civil society and the political groups that reject the use of violence.

The undersigned demand the identification of a technical tool of work based on the example of the Network Baltic 21 of the Countries of the Baltic Sea Council to promote participation and sharing of the Mediterranean and Black Sea population’s projects and works. Following this purpose, we propose the ”EURO-MEDITERRANEAN-BLACK SEA OBSERVATORY ON INFORMATION AND PARTICIPATION IN THE ENVIRONMENTAL POLICIES AND ACTIONS FOR THE LOCAL SUSTAINABLE ECONOMIC DEVELOPMENT WITHIN THE COSTITUTIVE GOALS OF THE MEDITERRANEAN UNION (AND THE BLACK SEA)”
