REASON FOR THE NATIONAL PETITION
The outdoor advertising (billboard) industry in the State of South Carolina is apparently engaged in monetary transactions involving real property (land) derived from specified unlawful activities of unlawfully taking, unlawful conversion, and/or unlawfully subleasing certain of South Carolina's citizens real property (land) to third-party sublessors for outdoor advertising activities, which apparently amounts to unjust enrichment or unfair methods of competition and unfair or deceptive acts or practices for the outdoor advertising (billboard) industry in the State of South Carolina.

Without due process of law, the State of South Carolina has apparently subjected certain of it's citizens to deprivation of real property (land) by sanctioning the apparent unlawful taking, unlawful conversion, and/or unlawful subleasing of certain of its citizen's real property (land) for the benefit of the outdoor advertising (billboard) industry in the State of South Carolina, and to the benefit of the outdoor advertising (billboard) industry's third-party sublessors.

Moreover, the State of South Carolina has apparently subjected and/or is compelling certain of it's citizens into unknowingly and unwillingly paying Property Taxes on real property (land) of which the outdoor advertising (billboard) industry in the State of South Carolina has possession, use, occupation and/or enjoyment of for unjust enrichment or unfair methods of competition and unfair or deceptive acts or practices in the State of South Carolina.

BACKGROUND
In an attempt to remedy this matter, a civil action/lawsuit (under the appropriate nature of Breach of Contract) was lawfully filed on December 21, 1995 (Plaintiff, Rayfield Grant v. Defendant, POA Acquisition Corporation, case no. 95-CP-26-3598, case tracking no. 200533446) in South Carolina State Court of Common Pleas (Fifteenth Judicial Circuit) for equal protection, and enforcement of constitutional, civil and/or property rights. However, certain officers of the court (Attorneys) and/or certain State officials of the court (Judges) will not allow said case to be called for trial as ordered nor Plaintiff's timely filed Rule 59(e) post-trial motion to alter or amend a judgment to proceed under rule of law or due process of law as prescribed by established court rules, and principles in South Carolina Rules of Civil Procedure. It appears that, the State of South Carolina has made or is enforcing a law which abridges the privileges or immunities of said Plaintiff, a citizen of the United States. It appears that, the State of South Carolina has deprived said Plaintiff, a citizen of the United States, of life, liberty or property, without due process of law. It appears that, the State of South Carolina has denied said Plaintiff, a citizen of the United States within its jurisdiction, the equal protection of the laws.

CURRENTLY
Pursuant to established court rules and principles in South Carolina Rules of Civil Procedure, and South Carolina Appellate Court Rules, the time for appeal for all parties in the aforementioned Plaintiff's case is in a stay status until Plaintiff's timely filed Rule 59(e) post-trial motion to alter or amend a judgment is heard and disposed of in writing by the trial judge. The Plaintiff has filed or has made numerous requests of the Court/ State of South Carolina for said case to be called for trial as ordered and/or a hearing on Plaintiff's timely filed Rule 59(e) post-trial motion to alter or amend a judgment. To no avail. To view Plaintiff's timely filed Rule 59(e) post-trial motion to alter or amend a judgment with attachments, click on EXHIBIT "L" on left side of screen.

INTERSTATE COMMERCE GROUNDS
The outdoor advertising (billboard) industry in the State of South Carolina is apparently engaged in interstate commerce activities and in monetary transactions involving real property (land) derived from specified unlawful activities of unlawfully taking, unlawful conversion, and unlawfully subleasing certain of South Carolina's citizens real property (land) to third party sublessors for outdoor advertising activities.

As provided by the South Carolina Secretary of State, the interstate commerce or business activities of the outdoor advertising (billboard) industry in the State of South Carolina are between Tyson Sign Company, Inc. Since these aforementioned companies are from different States, I as an individual citizen of the United States am unable to initiate and maintain appropriate jurisdiction, and legal proceedings for relief, thus the Federal Government may intervene and/or enter this aforementioned case on Interstate Commerce Grounds.

TO WHOM THE NATIONAL PETITION WILL BE SUBMITTED
Once the signature goal of American citizen's signature from the several States including Washington, D.C. are secured, along with any endorsement of various: Faith-Based Organizations, Civil Rights Groups, Activist Organizations, News/Media Organizations, Corporate Sponsors or Foundations, this National Petition will then be submitted (under U.S. Constitution Amendment I) to the appropriate Committee(s) within the United States Congress, and to the appropriate Division(s) within the United States Department of Justice for: Civil-Rights Removal, Want of Federal Jurisdiction, and/or a Redress of Grievances of eradicating this injustice of being deprived of property without due process of law and/or not being able to utilize the legal channels in South Carolina for the equal protection of the laws, thus liberating American citizens from the apparent unlawful business practices of these aforementioned companies.

HOW THE ACTION IS TO BE CARRIED OUT
Once the aforementioned signature goal of the petition is secured and submitted as aforementioned, we Americans Against Injustice in South Carolina will nationally petition the appropriate committee(s) within the United States. Congress, and petition the appropriate division(s) within the United States Department of Justice for: Civil-Rights Removal, Want of Federal Jurisdiction, and/or a Redress of Grievances under: U.S. Constitution Article I Sec. 8 CL.3. And any other applicable law, both federal and state.

To further support this National Petition, and show exhaustion of state remedies, the following marked exhibits will be attached to this National Petition and submitted to the appropriate committee(s) within the United States Congress, and to the appropriate division(s) within the United States Department of Justice: EXHIBIT "A", The March 13, 2002, response letter from Congressman Henry E. Brown, Jr., EXHIBIT "B", The August 21, 2002, response letters from the U.S. Department of Justice (FBI, Economic Crimes Unit) to the FBI Columbia, South Carolina Field Office, EXHIBIT "C", The August 21, 2002, response letters from the U.S. Department of Justice (FBI, Economic Crimes Unit) to the FBI San Antonio, Texas Field Office, EXHIBIT "D", The November 30, 2004, response letter from President George W. Bush. EXHIBIT "E", The October 18, 2005, response letter from The Supreme Court of South Carolina with attached Order dated; October 18, 2005, EXHIBIT "F", The November 21, 2005, response letter from The Supreme Court of South Carolina with attached Order dated November 21, 2005, EXHIBIT "G", The February 7, 2006, response letter from the State of South Carolina, Office of the Governor. To view any of the exhibits, click on the appropriate marked exhibit on left side of screen.

The June 19, 1997, Administrative Order (EXHIBIT "H") of the Supreme Court of South Carolina has been attached to numerous requests (to the Court of Common Pleas, Fifteenth Judicial Circuit) for a hearing so that the Plaintiff's aforementioned Rule 59(e) post-trial motion to alter or amend a judgment may be heard and disposed of pursuant to said order. To no avail. It appears that the Court of Common Pleas (Fifteenth Judicial Circuit) refuses to comply with The June 19, 1997, Administrative Order (EXHIBIT "H") of the Supreme Court of South Carolina. Thus final judgment cannot be entered, wherefore the time for appeal shall be stayed pursuant to established court rules and principles in South Carolina Rules of Civil Procedure, and South Carolina Appellate Court Rules.
