Alabama National Convention Amendment Proposal sign now
May it be known that the Citizenship of the State of Alabama wishes the Legislator of this State to submit by application to the Congress of the United States of America to call a Convention for Proposing Amendments to the U.S. Constitution as provided for under Amendment V of the U.S. Constitution. The Amendment that the Citizenship wishes its Legislators to submit to the Congress is as follows:
Amendment XXVIII
1. The citizens of the United States of America will be provided with an establishment in each county or parish from which they can cast their ballots in the most advanced manner available that allows for a secure and accurate account of the results in national elections and in the instance of a National Convention
2. During regular congressional elections, a section will be provided for the people on the congressional ballot to enter any subject of interest that any citizen feels should be addressed by a National Convention to propose an amendment. If three fourths of the voters coincide on one subject, then this subject will be a nominated convention and will be voted on during the next congressional election by the citizens.
3. A National Convention shall be called in the manner prescribed in Article five or a three fourths majority of the vote during regular congressional elections to convene a previously nominated National Convention.
4. A Nominated Convention voted in favor of by three fourths of the popular vote during a regular congressional election will convene the 28th of January of the following year.
5. The first process of the Convention will be for the people of each county or parish to nominate citizens, who have never held an elected or appointed office of any kind, for a local selection committee to represent their parish or county. The ten nominees receiving the most votes will make up the local selection committee and will compose a draft of the proposed amendment or legislation. The final draft will be voted on by the people of the county or parish and will be adopted as their version when it receives three fourths majority of the county or parish vote.
6. Each Local Selection Committee will then elect two people from the group to represent their county's adopted proposal thus forming the State Selection Committee. The State Selection Committee will then write a draft of the proposed amendment for the State. It will come out of committee for a state vote when three fourths majority of the Committee vote for the proposal. The Committee may ask for a special state vote if they cannot get three fourths majority inside the Committee. Once the proposal is out of the state committee it will then need a three fourths majority state vote to be adopted as the state proposal.
7. Each State Selection Committee will then elect two people from the group to represent their state's adopted proposal thus forming the National Selection Committee. The National Selection Committee will then write a draft of the proposed amendment. It will come out of committee for ratification when three fourths majority of the committee vote for the proposal. The Committee may ask for a special national vote if they cannot get three fourths majority inside the Committee. Once the proposal is out of the National Committee it will then be ratified a popular vote of 75\% in the next presidential election.
